Abstract
The conciliar decrees rather than a point of arrival are a starting point towards new goals." Thus Paul VI manifested in 1966. The expectations generated by the Second Vatican Council passed a reform of the Church, in line with the conciliar texts (UR 4; 6) and the Encyclical Ecclesiam Suam (1964). In addition to the conciliar structures and institutions existing reviews, influenced a famous book Congar. We had to change the Church, internally and externally, following the two great ecclesiastical constitutions of Vatican II. Tridentine supposed transformation model and an end to anti-modernism of the last two centuries. Juan XXIII set the tone in the opening of the Council, criticizing the prophets of doom, who see only negatives in social change"]
