Abstract

This paper is dealing with ethical issues for researchers and professionals. In general, researchers and professional are not strictly distinguished. However, they are standing by different situation and background; professional relates strongly with the society whereas researchers is independent on the society because they have academic freedom. Their behaviors differences occur for our society. In particular, their behaviors caused the confusion to the people in the Fukushima Daiichi nuclear accident happened in Japan in March 2011. Their behaviors about the nuclear accident and permissible radiation exposure are very surprising. It included a clear violation of the law in Japan and the concept of the health and radiation exposure was significantly different from that the government explained before. Educations of engineering, science, medical etc., need to clarify the relationship with the society, and it will be also reflected in this university.
