Abstract
The current policy is a place of fear and hope. We have gone from a messianic era, in which the future projects competing with each other, at a time uncertainties and anxieties. Risk Society, that speaks U. Beck, has also been globalized and our cities, one of the noblest creations of history human, are configured and presented as places weak, where identities succumb easily impersonal and reappears the "every man for himself""]
