Abstract
Temporal affairs They belong to the state. The issues that have aspects both temporal and spiritual matters are regulated mixed in principle by the two powers, each in its field of competence; in case of conflict, in theory prevails in the Church Under the most important values which carries and the higher importance of its purposes (indirect power in temporal); virtually the issue should be resolved by agreement or concordats. So simple was the fundamental doctrine of Public Law preconciliar church"]
