Abstract
"La problemática ambiental en la Argentina tiene un bajo nivel de politización. Los partidos y coaliciones políticas de mayor relevancia electoral a nivel nacional no tienen posicionamientos programáticos claros y expresos sobre la agenda ambiental que permitan diferenciar sustancialmente una coalición de otra. Para evaluar este argumento, se analizan los procesos de discusión y sanción legislativa de dos de las leyes más importantes sobre temas ambientales aprobadas a nivel nacional durante la última década: la ley de bosques nativos y la ley de protección de glaciares. El análisis de estos dos casos demuestra claramente que las problemáticas ambientales cruzaron y dividieron a la coalición gobernante y también a los espacios opositores con representación legislativa más numerosa en el Congreso Nacional. Esta falta de posicionamiento de los partidos y coaliciones políticos centrales del sistema político argentino genera un política ambiental reactiva, a la vez que deja en evidencia la fragilidad de las coaliciones legislativas que se forman para aprobar leyes ambientales, pero que no son suficientemente sólidas para sostener la implementación de las mismas" ["Environmental problems in Argentina have a low level of politicization. The political parties and electoral coalitions of greater national prominence have no clear and explicit programmatic positions on environmental issues; there are no substantial differences between one coalition and another on environmental matters. To assess this argument, this paper analyzes the processes of discussion and legislative approval of two of the most important laws on environmental issues adopted at national level over the last decade: the law of native forest and the law for the protection of glaciers. The analysis of these two cases clearly shows that environmental issues divided the ruling coalition as well as the main opposition coalitions in Congress. This lack of positioning of the central political parties and coalitions of the Argentine political system generates a reactive environmental policy while it exposes the fragility of legislative coalitions that are formed to pass environmental laws but which are not strong enough to support their implementation"]
