Abstract
Germany took when constituted the Federal Republic in '49, twenty four years to have a new code. Italy still has the fascist Code, all patched but has the fascist Code. Spain also took many years. France took almost a hundred and eighty years old change the Code Napoleon I had it all patched, and so on. In our country, the two codes we had had a long political gestation. Now, what happened to the Code of '21 is having nine hundred reforms which last Blumberg was brutal, and it went by multiplying the special criminal legislation. Our Code is an instrument that ceased to be, there is a complete decoding and we must begin the task of making a new one that does not know how many years will it take"]
