Abstract
In this sense, the Universal Child Allowance (AUH), transfer policy noncontributory income for minors, implemented in Argentina from 2009, is an excellent case study to analyze these issues. The AUH emerges as a program that seeks to equate the rights of the unemployed and informal workers with those formal employees, who are covered by a contributory scheme "family allowances""]
