Abstract
"A experiência da insegurança é hoje sentida de forma diferente no Norte e no Sul, oscilando entre a sua expressão individual no Norte e a insegurança sentida por vastas massas humanas no Sul. Com o presente artigo o autor analisa a constituição de um discurso alternativo, pós-realista e pós-positivista, que propõe novo discurso normativo sobre as relações internacionais, adequado às transformações profundas ocorridas no cenário pós Guerra Fria. Neste novo discurso, que o autor denomina como o discurso da segurança multidimensional, os referentes da segurança diferem quando comparados com os do tradicional discurso de segurança.Num segundo momento, o artigo irá incidir sobre os efeitos dos desenvolvimentos tecnológicos que permitem legitimar este discurso da segurança, funcionando como instrumentos éticos orientados pela instantaneidade, visibilidade e comoção. Aqui o autor analisa em profundidade os efeitos da projecção de uma ética virtual, através de uma análise da centralidade da mediação televisiva e da guerra virtual, pela via da revolução nos assuntos militares. O artigo, recorrendo a uma leitura sobre o realismo político, evidencia a centralidade do estado e a importância da dimensão estratégica da segurança naquela corrente das relações internacionais, para refutar os argumentos herdados do realismo: a sua natureza linear, a insistência retrospectiva do mesmo, o seu pendor conservador. Propõe uma leitura das relações internacionais partindo do pressuposto de que a realidade é socialmente construída e da ideia de que o conceito de segurança dispensa referentes privilegiados, abandonando a ideia do exclusivismo interestatal para se concentrar na simultaneidade dos indivíduos, grupos, povos e na comunidade humana global, enquanto actores que dão substância a um novo conceito de segurança" ["The experience of insecurity is now felt differently in the North and South, ranging from their individual expression in the North and the insecurity felt by vast masses in the South.  With this article the author analyzes the formation of an alternative discourse, post-realistic and post-positivist, which proposes new normative discourse on international relations, appropriate to the profound changes occurring in the post-Cold War scenario. In this new discourse, which the author calls the discourse of multidimensional security, the security relating differ when compared to the traditional segurança.Num speech Secondly, the article will focus on the effects of technological developments which allow to legitimize this speech security, functioning as ethical instruments guided by immediacy, visibility and commotion. Here the author analyzes in depth the effects of the deployment of a virtual ethics, through an analysis of the centrality of television mediation and virtual war by means of revolution in military affairs.  The article, using a reading of political realism, highlights the centrality of the state and the importance of the strategic dimension of security that current international relations, to refute the legacy of realism arguments: its linear nature, retrospective insistence of it, his conservative bent. Proposes a reading of international relations based on the assumption that reality is socially constructed and the idea that the concept of security waiver regarding privileged, abandoning the idea of ​​the interstate exclusivism to focus on the simultaneity of individuals, groups, people and the human community global, as actors that give substance to a new security concept"]
