Osmanlı’da Matbu İslam’ın Onay ve Denetimi: Tedkîk-i Mesâhif ve Müellefât-ı Şer‘iyye Meclisi

Abstract

Osmanlı’da Müslümanlar’ın matbaacılık faaliyetlerinin gelişimi ve “İslam ve
 matbuat” teması ile ilgili farklı disiplinlerde yapılan pek çok çalışma bulunmakla beraber
 dinî yayıncılığın modern devlet tarafından onay ve kontrolü yeterince incelenmeyen
 bir konudur. Osmanlı İmparatorluğu’nun son döneminde devletin bürokratik yapılanması
 içinde matbu kitap ve yayıncılığı denetlemek için çeşitli kurumlar oluşturulur. 19.yüzyılın
 sonlarına doğru mushaf ve İslamî eserleri incelemek üzere tesis edilen Teftîş-i Mesâhif-i
 Şerife ve Tedkîk-i Müellefât Encümeni adlı iki kurumun, İkinci Meşrutiyet döneminde
 birleştirilmesiyle Tedkîk-i Mesâhif ve Müellefât-ı Şer‘iyye Meclisi teşekkül eder; Osmanlı
 Devleti’nin İslamî yayıncılığı şekillendirmesinde kilit rol oynar. Bu çalışmada Tedkîk-i
 Mesâhif ve Müellefât-ı Şer‘iyye Meclisi’nin kurumsal gelişimi, işleyiş biçimi, yetki alanları
 ve basım için onaya sunulan İslamî eserleri değerlendirme kriterleri incelenmektedir.
 Osmanlı dinî bürokrasisinin en önemli kurumlarından biri olan bu Meclis hakkında birincil
 arşiv kaynaklarına dayanarak gerçekleştirilen kapsamlı ilk araştırma olan bu çalışma,
 Osmanlı’da İslamî yayıncılığın gelişiminin izini de sürmektedir. Osmanlı›da mushaf
 ve İslamî kitap basımının farklı aşamaları ele alınırken Tedkîk-i Mesâhif ve Müellefât-ı
 Şer‘iyye Meclisi ve ilintili diğer devlet kurumlarının İslamî yayıncılık onay ve kontrolünde
 uyguladıkları dinî ve dinî olmayan muhtelif etkenler irdelenmektedir.

There are numerous studies conducted in different disciplines about the development
 of the Muslim printing activities in the Ottoman Empire as well as the theme of “Islam
 and print;” however, the vital role the modern state played in controlling and approving
 religious publishing has not been sufficiently examined. The late Ottoman Empire
 witnessed, as part of the bureaucratic reorganization of the state, the establishment of
 different institutions to inspect printed books and publications. Toward the end of the
 19th century, two institutes in the name of Teftîş-i Mesâhif-i Şerife and Tedkîk-i Müellefât
 Encümeni were founded, respectively, to examine printed mushaf (Qur’anic codex) and
 Islamic books. During the Second Constitutional era, the Tedkîk-i Mesâhif ve Müellefât-ı
 Şer‘iyye Meclisi emerged out of their unification. The Council played a pivotal role in the
 Ottoman state’s shaping of Islamic publishing. In this study, the institutional development
 of Tedkîk-i Mesâhif ve Müellefât-ı Şer‘iyye Meclisi; its jurisprudence; the criteria it applied
 in evaluating the books submitted for print approval are examined. This study is one
 of the first most comprehensive examinations of the Council through primary archival
 sources. In addition to studying this council, which was one of the most significant institutes
 of the Ottoman religious bureucratic apparatus, this article traces the stages of the
 Qur’an and Islamic book publishing in the Ottoman Empire. It analyzes various religious
 and non-religious factors applied by the Tedkîk-i Mesâhif ve Müellefât-ı Şer‘iyye Meclisi
 and related state institutions in approving and controlling Islamic publications.
