Abstract
"Este trabajo se propone realizar un breve recorrido de la historia reciente de la participación ciudadana en la Argentina, desde los años ´90 hasta la actualidad. A estos fines se han identificado distintos momentos que fue asumiendo la relación entre el Estado y la sociedad en las políticas públicas: una primera etapa, durante el Estado neoliberal de la década del ´90, donde la participación se concentró en las políticas sociales de corte asistencial, una segunda vinculada con la emergencia de la crisis económica y social de los años 2000 donde la participación asumió la forma de protesta y movilización y, un tercer momento, que emergió contemporáneamente al proceso de revalorización del papel del Estado, en donde se evidencia una institucionalización de la participación y, donde la misma fue asumiendo otros carriles, enmarcada en polí- ticas con enfoque de derechos. Este proceso encuentra una expresión significativa en los niveles locales de gobierno donde se observa una diversidad de mecanismos participativos, en el marco de procesos interjuridiccionales de procesamiento de las políticas" ["This paper intends to make a brief tour of the recent history of citizen participation in Argentina, from the 90s to the present. To this end we have identified different times was assuming the relationship between state and society in public policy: a first stage, during the neoliberal state of the 90’, where participation focused on social assistance policies, a second linked with the emergence of economic and social crisis of the 2000s where participation took the form of protest and mobilization and, a third time, which emerged simultaneously with the process of enhancing the role of the state, where we identified an institutionalization of participation that was taking other paths, framed in rights-based policies. This process is a significant at the local levels of government, where a variety of participatory mechanisms can be seen in the context of interjurisdiccional policies processes"]
