Abstract
" En este artículo de investigación se analiza la provisión de bienes y de servicios públicos en los gobiernos progresistas, nacional-populares y de centro izquierda de la Argentina, Brasil, Chile y Uruguay entre los años 2002 y 2013. Se proponen algunos interrogantes clave para interpretar el proceso por el cual estos cuatro países han progresado en la definición de un camino propio en términos económicos, políticos y sociales. Dichos interrogantes son: ¿Qué se entiende por bienes y servicios públicos en un mundo complejo y en transformación? ¿Cómo ha sido su provisión en los distintos modelos de relación Estado-sociedad-mercado de los países del Cono Sur? ¿Qué avances han logrado en la última década los gobiernos progresistas de Argentina, Brasil, Chile y Uruguay? Se parte del supuesto que afirma que la construcción de democracias de calidad es todavía un proceso en curso en la región y que el surgimiento de nuevas demandas supone un desafío al que los gobiernos progresistas del Cono Sur deberán responder para asegurar la continuidad y la consolidación de los avances logrados durante la “década ganada”" ["On the following research paper we analyze the implementation of the public provision of good and services in the progressive, national-popular governments and center left of Argentina, Brazil, Chile and Uruguay between 2002 and 2013. Some key questions are proposed to interpret the process by which these four countries have made progress in defining their own path in economic, political and social terms are proposed. These questions are: What is the meaning of public goods and services in a complex and changing world? How has been the provision in the various models of state-society- market relationship countries of the Southern Cone? What advances have been made in the last decade the progressive governments of Argentina, Brazil, Chile and Uruguay? It is assumed that states that good democracies is still an ongoing process in the region and the emergence of new demands is a challenge that the progressive governments of the Southern Cone should respond to ensure the continuity and consolidation of progress during the “winning decade.”"]
