Abstract
"Indonesian Health Act 36/2009 is reforming Indonesian medical practice. Two major breakthroughs of this regulation are the recognition of a right to emergency care and the allocation of substantial amount of government budgets to the health sector. Several critiques and problems arise in implementing this regulation because there is still little understanding of it. Therefore, the next visible challenge faced by the Indonesian Ministry of Health is to regulate these issues under this new regulation. In this paper, I would like to clarify the meaning of a right to emergency care to ensure that participants in the health care system have clear responsibilities for which they are accountable"
