Abstract
A iniciativa pioneira partiu das universidades estaduais do Rio de Janeiro, merecendo destaque o grande debate público que cercou todo o processo de aprovação e implementação do chamado “sistema de cotas”" ["The implementation by some public universities in the reservation system of vacancies offered in the contest "entrance exam" for students from public schools and other population groups considered excluded, such as blacks, Indians, is a controversial and highly controversial point in Brazil. The adoption of this kind of affirmative action program is new in our country.
