Abstract
Moral and mental duality of leadership and rulers did not necessarily mean that both positive and negative characteristics equally manifested in each of them, or that they are distributed in equal proportions among all rulers and governments. There are ruling groups, members of which are dominated by criminal tendencies, but there are governments whose main goal is virtue. However, the question of the predominance of one of these two entities remains open and requires further study.
