All countries in Sub-Saharan Africa
 (SSA) face the prospect of a substantial increase in the
 number of primary school completers in the coming years.
 Although initial conditions vary widely from country to
 country, this increase will inevitably intensify pressure on
 the education system, particularly at the secondary and
 tertiary levels. African countries may thus find it timely
 to align their education policies and strategies to the
 emerging challenges. A key goal is to ensure that the
 education system continues to develop in an efficient,
 equitable, and fiscally sustainable manner even as it
 expands to accommodate the rising numbers seeking a place in
 secondary and tertiary education. The rest of this report is
 organized as follows. Chapter two elaborates the policy
 context for education development in SSA. Chapter three
 explains the methodology and data sources. Chapter four
 examines the challenges and constraints posed by the sheer
 volume of increases in enrollments in post-primary education
 with which most education systems in SSA must grapple in the
 coming years. Taking these constraints into account, the
 report evaluates the scope for policy development from three
 perspectives in the subsequent chapters: the coverage of
 education systems (chapter five), the quality and cost of
 service delivery (chapter six), and the division of
 financing by public and private sources (chapter seven). The
 fiscal implications of plausible policy packages that SSA
 countries might consider are assessed in chapter eight.

Indonesia - Preparing Indonesian Youth for Transition : Issues and Policy Agenda for Senior Secondary EducationWorld Bank (Washington, DC, 2013-02-12)With the globalized economy,
 well-educated youth will be critical to Indonesia s
 competitiveness in the future. Demand for skilled workers
 will increase with skill-oriented technological change. In
 addition, a large pool of skills also facilitates knowledge
 spillover and attracts technology imports. In the past
 decades, significant changes of Indonesia s labor market
 have already taken place. Non-agricultural jobs increased
 significantly, and skilled labor in non-agricultural sector
 is on higher demand. In the meantime, higher level
 professional and managerial jobs have also increased. In
 contrast, unskilled, agricultural, and administrative
 workers are on lower demand. Overall, the earnings
 differentials between people with different education levels
 are significant. The marginal returns to higher levels of
 education - senior secondary or tertiary level - are
 increasing. How to educate the youth and turn them into
 productive labor force and future leaders is closely linked
 to the country s future. This sector report assesses
 Indonesia s senior secondary school system from three
 angles: (1) how well does the senior secondary education
 prepare the Indonesian youth for transition? What are the
 outcomes? Is there equitable access? (2) How are the senior
 secondary schools in Indonesia prepared for delivering their
 promises? Do they have adequate resources and inputs? (3)
 How is the system prepared? Are there effective quality
 assurance mechanisms? Is the system financing arrangement
 adequate? The report ends with policy recommendations.

Changing the Trajectory : Education
 and Training for Youth in Democratic Republic of CongoBashir, Sajitha (World Bank, 2012-03-19)This report, Changing the Trajectory:
 education and training for young people in the Democratic
 Republic of Congo, provides an analysis of the current
 educational attainment and current school enrollment of
 youth in the 12 to 24 years age group and the educational
 opportunities and training available to them in the formal
 and informal sectors. Using the results of a simulation
 model that incorporates enrollment in alternative education
 programs and the educational level attained by out-of-school
 population, the report explains the various scenarios for
 the development of the post-primary sector. The results of
 each scenario are evaluated according to their impact on the
 human capital accumulation of young people and
 sustainability of public expenditures. The report offers
 various options for rapidly raising the educational
 achievements of young people who will enter the labor market
 in the next two decades, including expanding opportunities
 for alternative education and training for school children,
 extension of the primary cycle and the reorganization of
 secondary education and technical/vocational education to
 reduce early specialization. This study is of interest to
 other African countries, education professionals and staff
 development organizations struggling to grapple with the
 challenge of expanding access to post-primary education in a
 context of low primary achievement and limited resources.
