AbstractВ статье поднимается вопрос о возможности использования кластерного подхода в решении проблемы формирования кадрового потенциала сельского хозяйства. Предлагается авторское представление о принципах функционирования отраслевого кластера с участием вуза.
The mechanism of formation of personnel potential is a set of forms and methods of realization of processes of its formation. The cluster acts as an instrument of improvement of formation of personnel potential of agriculture, because it provides active participation of business and other cluster members in identifying and resolving common problems. Technology, capital, human resources within the cluster acquire new, more cost-effective combination, lead to improvement of processes, both production and formation of personnel potential. Horizontal and vertical cooperation will allow the cluster members to carry out various activities, exchanging products and technologies, get access to resources and opportunities that they do not possess individually. The basis for the formation of industrial clusters in agriculture should be the conditions of its placement in the agro-industrial park with all the necessary resources, simplified system of agreement guaranteeing legal rights. A cluster is a tool to simplify or speed up the process of socioeconomic development, therefore, a more logical solution is the creation of industrial clusters with the University's participation, in this case, the business has the necessary motivation to join the cluster, and the creation of integration ties with the education takes place within a cluster. The purpose of formation of the cluster of the University is developing a system of training, interacting learning and self-learning of the participants in the chain «science technology business». In the innovative development of continuous professional education, the most important is the cluster approach based on cooperation, partnership, collaboration, dialogue between stakeholders: educational institutions, business-structures, authorities, public organisations, with the aim of forming a competitive agricultural personnel.
