Abstract“民以食为天，食以安为先”，食品是人类赖以生存、繁衍的基础，而食品安全直接关系到人们的身体健康和生命安全，关系国家的健康发展、社会的和谐稳定。近年来，我国食品安全事件频频发生，食品安全问题已成为中国转型期最严峻的社会问题之一，促使政府不断加大食品安全整治力度。据统计，我国针对食品安全的法律有14件、行政法规25件、部门规章104件、部委办规范性文件258件，从《食品安全法》出台，到《刑法修正案（八）》增加严惩食品安全犯罪内容，对食品安全领域的违法犯罪可谓重典治乱，但是“重典”之下，食品安全恶性事件仍时有发生，仅以2012年为例先后发生了“毒胶囊”、酒鬼酒塑化剂、速成鸡、假鱼翅等食品安全事件，不仅令国人“谈食色变”，而且严重影响国家对外形象。本文就是在这样的背景下，提出任何法律、法规的执行都是在基层，基层是保障食品安全的第一道防线，做好基层食品安全工作具有深远的现实意义。 本文主要采用文献研究法、案例研究法和实地调查法，通过梳理我国食品安全监管体制的改革历程，分析现有体制的构成、特征及对基层政府监管提出的挑战，同时以P市L区为研究对象，分析当前基层食品安全监管现状，指出基层食品安全普遍存在的政府监管不力、企业自律意识不高、社会监督滞后等问题，并结合实际案例加以分析。在此基础上，通过研究、借鉴部分地区食品安全监管方面的先进经验，结合公共管理协调理论及整体性治理理论，从政府系统内部、政府与社会、政府与企业等三个方面，提出完善基层政府食品安全监管的具体对策。 希望通过本文的研究，能够引起上级政府、专家学者对基层食品安全监管的重视，以期为强化基层食品安全监管，保障人民饮食安全提供有意义的参考。

Food is the basis of human survival, reproduction, and food safety is directly related to people's health and life safety, and healthy development of national, social harmony and stability. In recent years, China's food safety incidents have occurred frequently.The issue of food safety has become one of the most serious social problems in China's transition, prompting the government to continue to increase food safety rectification. According to statistics, our country's food safety law has 14, 25 administrative regulations, departmental rules, 104 ministries and commissions to do 258 pieces of normative documents, issued from the "food safety law", to the "criminal law amendment (eight)" to increase the punishment of crime of food safety, food safety in the field of crime it causes chaos, but the "heavy", food safety incidents still occur from time to time. For example, 2012 witnessed poisonous capsule, drunkard wine plasticizer, crash chicken, fake shark 's fin etc. As a consequence, not only do people go pale at the mention of these events , but the events have also seriously affected the national external image. This article has come out aganist such a background.Proposed any execution of laws and regulations are at the grassroots.Grassroots safeguard food safety is the first line of defense. To do a good job of food safety at the grass-roots level has far-reaching practical significance. This paper mainly adopts literature research, case study and on-the-spot investigation method. Through the reform of China's food safety regulatory system, the analysis of the composition and features of the existing system, and the challenges put forward on the basic-level government regulation, at the same time in P city L area as the research object, analysis of current status of basic food safety supervision, it points out that the basic food safety widespread lack of government supervision and enterprise self-discipline consciousness is not high, lagging social supervision, etc, and combining with actual case analysis.On this basis, through the study, we have learned the advanced experience of food safety supervision in parts of the public management, combined with the coordination theory and holistic governance theory. From the three aspects of the government system, government and society, government and enterprises, the paper puts forward concrete measures to improve the level of government supervision of food safety. Hope that this paper will draw the attention of the government, experts and scholars to basic food safety regulation and strengthen food safety supervision at the grass-roots level to ensure the safety of people's diet to provide meaningful reference.
