This is a methodological research focused on bioethics and primary care. The objectives were to build and to make a validation of an instrument for the identification and mensuration of ethical problems in the primary care. This instrument was built using a self-applied questionnaire that was applied in the Public Health Focused in Family Health Program Course students until to arrive in a consensus. The initial instrument had 40 ethical problems with their descriptions according on ethical problems mentioned by doctors and nurses on previous research by one of the authors. These problems were regarding relations between patients and their families and multiprofessional teams and with the health system. To each problem, the students said if they were according or disaccording with the purpose description and how clear was this description. Considering the problems as a whole, the students considered clear the enunciates of 50% of the problems regarding relations between patients and their families, 18% of the problems regarding relations between multiprofessional teams and 82% of the problems regarding relations with the health system.
