Considerable improvements have been made in the field of information technology that has enabled faster and freer transfer of information across different sources. These developments have empowered governments across the world to develop diverse e-government services, websites that use the internet as a medium for conducting some specific public service operations. A subset of egovernment services called e-participation is composed of tools that governments use in order to encourage and facilitate citizens participation in political activities and policy development. One variable that is hypothesized to be affecting the development of e-participation services in Saudi Arabia is culture.
