Cet article analyse les projets ayant candidaté au Prix des innovations gouvernementales locales chinoises entre 2000 et 2010 et identifie six critères déterminants : les transformations socio-économiques, l’élargissement de la participation des citoyens à la vie politique, le développement des processus politiques, l’accroissement de l’autonomie des citoyens, l’impact de la mondialisation et enfin, la transformation du Parti communiste chinois de parti révolutionnaire en parti au pouvoir. Ces innovations gouvernementales locales témoignent d’une tendance générale au développement politique, à la décentralisation du pouvoir, à la construction d’un État de droit et à la diminution des formes autoritaires de la politique, au profit d’une gouvernance modernisée et plus démocratique, favorisant la prise de décision et l’autonomie des citoyens. Bien que le gouvernement central chinois n’annonce pas de réformes politiques à long terme, ces initiatives novatrices à l’échelle locale dessinent une perspective de transition politique vers un système moins autoritaire, en vue d’une gestion participative expérimentée par le bas et susceptible de transformer fondamentalement le système politique chinois.This article analyses the projects which applied to the Chinese local government innovation prize between 2000 and 2010 and identifies six main criteria: socio-economic transformations, expanding citizen participation to political life, developing political processes, enhanced citizen autonomy, the impact of globalization and the Chinese communist party’s shift from revolutionary party to ruling party. Local government innovations reflect the overall orientation towards political development, decentralizing power, building the rule of law and reducing authoritarian forms of politics, for more modern and democratic governance with greater citizen decision-making and autonomy. Despite the fact that the Chinese central government has not announced political reforms in the long run, these local innovative endeavours outline a prospective political transition towards a less authoritarian system, experimenting with grassroots participatory management likely to deeply transform the Chinese political system.
