The Role of State Law in Protecting Human Subjects of Public Health Research and Practice

AbstractState public health codes were reviewed to determine whether they protect human subjects of public health practice, and were found to provide protection that is analogous but not identical to that conferred by the Common Rule. These findings suggest it would not be unreasonable to categorically exempt public health agencies from the Common Rule.
