Abstract
A inovação tem vindo cada vez mais a ganhar importância no mundo académico e para as organizações. Muitos já perceberam a sua potencialidade para enfrentar a competitividade económica que se vive mundialmente. Mas num mundo tão competitivo, nem mesmo o setor público escapa a necessidade de evoluir de modo a fornecer melhores serviços e satisfazer os seus cidadãos. Assim, esta investigação teve como objetivo estudar a inovação no setor público. Um modelo foi testado e usado para fornecer lições sobre o que era proposto. O modelo tinha em vista fazer essa avaliação com base na perspetiva dos cidadãos. De forma a conseguir uma avaliação que beneficiasse dessa visão, gestores de nível medio foram inquiridos. Apenas os gestores dos setores da ação e segurança social, educação e saúde foram inquiridos, pois estes são os que mais pesam no orçamento de estado português. Obteve-se um N=57 e os dados foram analisados com recursos ao PLS. Os resultados evidenciaram que a capacidade de resposta e a ética e moral são importantes fatores para a perceção de inovação percebida pelos cidadãos. Por sua vez, essa capacidade de inovação foi visto como importante para, a imagem do setor púbico, confiança e satisfação dos seus cidadãos.
Innovation has been increasingly gaining importance in the academic world and organizations. Many have realized its potential to address economic competitiveness that exists worldwide. But in a so competitive world, even the public sector don’t escapes of the need to evolve to provide better services and satisfy its citizens. So this research aimed to study innovation in the public sector. A model has been tested and used to provide lessons about what was proposed. The model was intended to make this assessment based on the of citizens perspective. In order to achieve an evaluation that would benefit of this view, mid-level managers were surveyed. Only managers of the sectors of action and social security, education and health were surveyed, as these are the ones that weigh on Portuguese state budget. A sample (N = 57) was obtained and the data were analyzed according to the PLS resources. The results were that the responsiveness and ethics and morals are important factors in the perception of innovation perceived by citizens. In turn, this innovation capability was seen as important for the image of the public sector, trust and satisfaction of its citizens.
