Abstract
This document was prepared as a background paper for the Consultation on Equitable Access to Treatment and Care for HIV/AIDS, co-sponsored by WHO and the Joint United Nations Programme on HIV/AIDS and held at WHO Headquarters 26-27 January 2004. As a background paper, it was circulated prior to the consultation to stimulate discussion and to obtain comments, and it is made available now in the same spirit.
