The practice of corporate social responsibility (CSR) has been increasing, putting in evidence the understanding by organizations about their relationship with stakeholders. The discipline of project management recommends the use of a system of indicator to measure project results. In the social area, the social indicators translate into quantitative factors social realities, in national and international scenario. After a preliminary analysis of the literature, consensus about how to build an indicator system that is adapted to each type of social projects and flexible about the use of social indicators according the theme of action was not found. Based on this background, this dissertation aims to propose a model to guide the construction of a system of indicators for CSR projects, which considers social indicators. To meet the overall objective, the literature review identified adaptable models for CSR or social projects. Based on the study of these models, it was possible to consolidate its dimensions of
 analysis, considering the construction of the model. The development of the model also considers the contributions of field research that was based on a study of three cases listed in the private sector organizations that conduct CSR projects. Therefore, this dissertation is supported by multiple case studies as a research strategy, qualitative evaluation method and sources of evidence collected through participant observation, document analysis, log on files and semistructured interviews. Data analysis found the overall strategy of case description and analytical technique of combining standard. With the proposed model to guide the construction of a system of indicators for CSR projects that encourage the use of social indicators, the goal of this dissertation has been achieved, which in itself highlights the opportunity for continuing studies to verify the application practice model in different organizations. As the main contribution to the academy, this dissertation approaches the discipline of Project Management in the context of social projects and CSR. As a contribution to the practice, encourages the dissemination of systematic management practices and evaluation of results in CSR projects.
A prática de projetos de responsabilidade social corporativa (RSC) vem aumentando, sinalizando para o entendimento por parte das organizações acerca da sua relação de iteração com os stakeholders. A disciplina de gestão de projetos recomenda a utilização de sistemas de indicadores como forma de mensurar resultados em projetos. Na área social, os indicadores sociais traduzem em fatores quantitativos as realidades sociais, tanto no cenário nacional quanto no internacional. Em uma análise preliminar na literatura não se encontrou consenso com relação a como proceder na construção de um sistema de indicadores que seja adaptado à tipologia de projetos sociais e que faça uso dos indicadores sociais flexíveis à temática da ação social pretendida. Diante desse cenário, esta dissertação tem por objetivo geral propor um modelo que oriente a construção de um sistema de indicadores para projetos de RSC, que considere indicadores sociais. Para o cumprimento do objetivo geral, foi realizada a revisão de literatura e identificados modelos adaptáveis a projetos de RSC ou projetos sociais. A partir do estudo desses modelos, foi possível consolidar suas dimensões de análise, considerando-as na construção do modelo. A elaboração do modelo também considera as contribuições da pesquisa de campo que foi baseada em estudo de três casos, coletados em organizações do setor privado que conduzem projetos de RSC. Portanto, esta dissertação está apoiada em estudo de casos múltiplos como estratégia de pesquisa, método de avaliação qualitativa e fontes de evidências coletadas por meio de observação participante, análise documental, registro em arquivos e entrevistas semiestruturadas. A análise dos dados considerou a estratégia geral de descrição de caso e técnica analítica de combinação de padrão. Com a proposição do modelo para orientar a construção de um sistema de indicadores para projetos de RSC que incentiva o uso de indicadores sociais, o objetivo desta dissertação foi alcançado, o que, por si só, evidencia a oportunidade para continuidade de estudos que possam verificar a aplicação prática do modelo em diferentes organizações. Como principal contribuição para a academia, esta dissertação aproxima a disciplina da Gestão de Projetos do contexto dos projetos sociais e de RSC. Como contribuição para a prática, incentiva à disseminação de práticas sistemáticas de gestão e avaliação de resultado em projetos de RSC.

    Social Protection in Low Income Countries and Fragile Situations : Challenges and Future Directions

    Demand for social protection is growing in low income countries and fragile situations. In recent years, the success of social protection (SP) interventions in middle income countries (MICs) like Brazil and Mexico, along with the series of food, fuel, and financial crises, has prompted policymakers in low income countries (LICs) and fragile situations (FSs) to examine the possibility of introducing such programs in their own countries. Flagship programs in countries as diverse as Ethiopia, India, Pakistan, and Rwanda have shown the adaptability of social protection interventions to the LIC context. Yet, despite growing levels of support for these initiatives, many challenges remain. In LICs and FSs, governments are confronted with a nexus of mutually reinforcing deficits that increase the need for SP programs and simultaneously reduce their ability to successfully respond. Governments face hard choices about the type, affordability, and sustainability of SP interventions. The paper reviews how these factors affect SP programs in these countries and identifies ways to address the deficits. It supports the establishment of resilient SP systems to address specific needs and vulnerabilities and to respond flexibly to both slow and sudden onset crises. To achieve this, both innovation and pragmatism are required in three strategic areas: (i) building the basic blocks of SP systems (e.g., targeting, payments, and monitoring and evaluation); (ii) ensuring financial sustainability; and (iii) promoting good governance and transparency. These issues suggest the possibility of a different trajectory in the development of social protection in LICs than in MICs. The implications for World Bank support include the need to focus on increasing knowledge and operational effectiveness of SP programs, fostering institutional links between multiple SP programs, and using community capacity and technological innovations to overcome bottlenecks in operations.

    Managing Risk, Promoting Growth

    A growing body of evidence demonstrates
 that individuals and households experience a range of
 positive outcomes from social protection. Social protection
 increases productivity and growth. Countries can realize
 significant benefits by creating an integrated social
 protection system. Social protection is affordable in
 low-income countries despite tight budgets. While overall
 spending on social protection in Africa remains low by
 international standards, experience suggests that social
 protection programs can achieve national coverage at the
 cost of only 1 to 2 percent of gross domestic product (GDP).
 While this is only a portion of the financing required to
 operate a social protection system, it draws attention to
 what countries can achieve in the short-term. Indeed, one
 way in which existing social protection spending can be made
 significantly more efficient would be by reallocating
 existing financing for inefficient subsidies and ad hoc
 emergency food aid to predictable safety nets. At the same
 time, pursuing reforms to social security systems will
 ensure their fiscal sustainability, while expanding
 coverage. Notably, the costs of not protecting poor families
 are very high, are borne disproportionately by women and
 children, and undermine the productivity of future
 generations. The Strategy will be implemented by leveraging
 partnerships, knowledge, and the World Bank's financing
 instruments. The World Bank will continue to invest in
 analytical work to fill knowledge gaps and promote an
 evidence-based dialogue for social protection systems in
 Africa and further innovation. It will work with governments
 to build country-owned national social protection systems
 with the aim of reducing fragmentation in the sector. The
 Bank also will pay particular attention to institutional
 development and capacity building by using its lending to
 increase the coverage of successful social protection
 interventions. Throughout this work, the Bank will work in
 coordination with governments, development partners, the
 private sector, academics, civil society, and beneficiaries.
