Abstract
Therecords known as Sharia Register or Kadi Register kept by the Kadis includecourt records and they are fundamental reference guides for city historystudies. It is possible to put forth the social, political and economicstructure of the Ottoman society with the help of these records. The ShariaRegistry of Vidin Numbered 14, presently exist at Oriental Department ofNational Library of Bulgaria, is the main resource of our study. There are atotal of 245 documents in this registry on the issues ranging from inheritance,marriage, divorce, alimony appointment, real estate sales, custody, pricefixing, officer appointments, tax collection, mukataa records etc. In addition,the edicts and orders issued from the capital have also been recorded in theserecords. Atthe beginning of this study, a brief history of Vidin is presented. Afterwardsthe administrative, economic and social life of Vidin, which had an importantposition for the eastern campaigns of the Ottoman Empire and also called as “dar al-jihad wa-l-mujahidin” sinceearly stages of the century, is introduced with regard to the court recordskept between the dates from 1699 to 1702.
Şer‘iyye Sicili veya Kadı Sicili olarak bilinen veOsmanlı şehirlerinde görevli kadılar tarafından tutulan mahkeme kayıtlarınıihtiva eden defterler, bilhassa şehir tarihi çalışmalarının temel başvurukaynaklarındandır. Bu kayıtlar sayesinde Osmanlı toplumunun sosyal, siyasal veekonomik yapısını ortaya koymak mümkündür. Günümüzde Bulgaristan UlusalKütüphanesi’nin Şark kısmında bulunan 14Numaralı Vidin Şer‘iyye Sicili çalışmamızın ana kaynağını oluşturmaktadır. Budefterde daha ziyade tereke, evlenme, boşanma, nafaka takdiri, miras davaları,gayrimenkul satışları, vesayet, narh tespiti, görevli tayinleri, vergi vemukataa kayıtları gibi konularda tutulmuş 245 belge bulunmaktadır. Ayrıcamerkezden yazılan fermanlar ve emirler de bu deftere kaydedilmiştir. Bu çalışmanın girişkısmında Vidin’in tarihine dair kısa bir bilgi verildikten sonra çalışmaya konuolan defterin içeriğine değinilmiş ve daha sonra da özellikle XVIII. yüzyılda OsmanlıDevleti’nin Batı seferleri için oldukça önemli bir konumda bulunan ve yüzyılınbaşlarından itibaren “darü’l-cihad ve’l-mücahidin” olarakanılan Vidin’de 1699-1702 tarihleri arasında tutulmuş mahkeme kayıtlarınadayanarak, şehrin idari, ekonomik ve sosyal hayatı ortaya konulmaya çalışılmıştır.
