AbstractThe ongoing dissemination of managerial conceptions in various public administrations, referred as New Public Management, is one of the main structuring trends observed during the last decades. Human Resources practices and performance evaluation, are transferred from private to public organizations. In this paper the annual employee review, analyzed from an information and communication sciences perspective, is seen as a system where ideological, organizational and relational issues over the definition of one’s activity and roles are at stake. During the employee annual evaluation a specific and potential dimension of managerial and professional communication - negotiation- could either be developed through exchanges or inhibited or profoundly minimized.
