Abstract[[abstract]]本研究旨在探討我國教育部推展成人教育方面之演進脈絡，包括政策的推動、法規的修訂以及實務的推動，期望能建立我國教育部推展成人教育過程的資料檔案，為教育部推展成人教育的軌跡留下見證與記錄，並對其推展歷程進行檢視與分析，以瞭解各項政策的推動成效與演進脈絡，並針對其推動成效與推展困境等提出綜合性的結論，再依據研究結果提出適切的建言。 研究者以文件分析法與歷史研究法進行本項研究，初期先蒐集我國教育部推展成人教育之過程中所擬定公布實施的相關政策與制訂研修相關法規的官方文件資料，其次再進行內容之檢視與分析，經過探討分析後歸納出我國教育部推展成人教育之結論如下： 一、我國教育部推展成人教育之政策制定背景與內容主要係受到聯合國教科文組織(UNESCO )與先進國家的影響。 二、我國教育部推展成人教育之重點與演進脈絡已從補習教育的提供逐漸演進為推展終身教育及建立學習社會 三、我國在推動成人教育法制化方面雖已完成初步的建構，惟其內容尚不完整。 四、我國教育部推展成人教育之經費占國家教育總經費比例過低。 五、我國十五歲以上之不識字人口比率（3.03﹪）仍屬偏高。 六、終身學習的觀念雖已十分普遍，惟民眾參與成人教育活動的比例仍然偏低。 七、成人教育機會之供需方面及區域性間仍有落差，極待改善。 八、為促進成人教育專業化，相關人才培育與供需機制仍待建立。 九、成人教育計畫的執行未能依預期目標如期如質完成。 十、本土化成人教育政策與法規的學術研究數量太少。 十一、完成終身教育國道建構及其與正規學校教育體系的轉銜機制。 十二、成人高等教育的開放，實現了建立回流制度的理想。 十三、空中教育與網路教學已有穩固基礎，惟其體制與資源尚待整合。 十四、民間創辦之社區大學蓬勃發展，創造我國終身教育的奇蹟。 根據上述的研究結果，研究者發現我國成人教育發展的歷程中有許多未盡理想之處，在此提出下列十二項綜合性之建議： 一、教育部應積極完成成人教育的法制化。 二、為提供成人更多的學習機會與選擇，應提高我國推展成人教育之經費。 三、對於成人基本教育應持續加強辦理，並積極主動走入社區。 四、儘速規劃調整各級學校教育資源的運用與分配。 五、建立成人教育專業證照制度與專業人才供需管道，以促進成人教育專業化。 六、妥善規劃高齡者參與終身學習之機會與方式，以因應我國邁入高齡化社會的趨勢。 七、推動弱勢族群與文化不利地區之成人教育活動，縮短正規教育學習落差。 八、落實非正規教育學習成就認證機制之實施，以激勵成人參與終身學習活動。 九、有關民間社區大學的定位與學分採認等問題，應積極法制化。 十、有關成人教育推動計畫之實施應建立評鑑檢討的機制，以提供政策擬定與修正之參考。 十一、教育部應整合遠距教育的資源與技術，協助終身學習之推展。 十二、建立我國本土化之成人教育學術理論與推展模式。
[[abstract]]The research aims to discuss the development of adult education promoted by Ministry of Education of ROC, including the establishment of the policy, the revision of the regulations, and the realistic implementation of adult education. It is expected that the data of Ministry of Education’s promoting adult education can be filed and the process of the development can be recorded. In addition, the research also examines and analyzes the development in order to understand the results of furthering the policies and the process of the development. Finally, a conclusion will be provided on the results and difficulties of promoting adult education. At the end of the thesis are some constructive suggestions offered according to the conclusion of the research. The theoretical framework used to do the research includes documentary analysis and historical analysis. At the beginning of the research I collected the official documents related to the establishment of the policy and the institution of the law during the process of the promotion of adult educaion of Ministry of Education. Then, I examined and analyzed the materials collected and, with some discussion and analysis, came to the following conclusions of our adult education promotion. 1.The backgound and the contents of the adult education policy of Ministry of Education of ROC are mainly influenced by UNESCO and some advanced countries. 2.The emphasis and development of Ministry of Education’s promoting adult education have evolved from offering supplementary education to promoting lifelong education and setting up a learning society. 3.Although ROC has taken steps toward the legalization of adult education, the contents of the law are not complete. 4.The expenditure of Ministry of Education’s promoting adult education comprises only a small percentage of the total expenditure for education in this country. 5.The percentage of illiteracy of the population above 15 in ROC is too high. 6.Although the idea of lifelong learning has been common, the percentage of people’s participation in adult education activities is still too low. 7.We still cannot balance the supply of adult education with demand. The disproportionate development in different areas also needs improving. 8.In order to professionalize adult education, there must be a plan to educate professionals and a system to balance supply with demand. 9.The enforcement of the projects for adult education cannot be accomplished according to the schedule and anticipated goal. 10.Owing to the deficiency in the academic researches on local adult education policy and regulations, the government should encourage the researches in this field. 11.The authority concerned should complete the construction of lifelong education highway and build up the system of transference and connection between adult educaiton and formal education system. 12.The offering of higher education for adults realizes the ideal of establishing recurrent education. 13.Education on the air and on the internet has already had firm bases, but the systems and resources should be integrated. 14.Private community colleges have been developed prosperously, creating the miracle of lifelong learning in Taiwan. According to the research results mentioned above, the researcher found that there is still room for improvement in the development of adult education in ROC. The following are some suggestions. 1.Ministry of Eeducation of ROC should carry out the legalization of adult education. 2.In order to provide adults with more opportunities and choices, we should raise the expenditure of promoting adult education. 3.We should offer more basic education opportunities for adults, especially those in communities. 4.The distribution of the resources of school education should be carefully planned and adjusted as soon as possible. 5.Set up a system of issuing professional certificates and devise methods for the supplies and demands of professional people so as to professionalize adult education. 6.Design appropriate ways and opportunities for seniors to participate in lifelong learning. 7.Arrange adult education activities for underprivileged groups and people in less cultured areas in order to reduce the different effects of formal education in different areas. 8.Carry out the plan of certifying learning accomplishments of nonformal education and encourage adults to participate lifelong learning activities. 9.Legalize as soon as possible the position of private community colleges and the way to admit the credits. 10.Build up a system to evaluate and discuss the implementation of promoting adult education and the result of the evaluation can serve as the references for policy making and revision. 11.Ministry of Education should integrate the resources and technology of distance learning to help develop lifelong learning. 12.Set up academic theories and a mode of promoting adult education in ROC.
