In this paper we claim that the current approach to learning objects and metadata standards is counter productive for the integration of e-learning in higher education. We explain why higher education is different with regard to E-learning and we suggest an approach that avoids the use of global standards and favors an approach of an evolving set of metadata tags for an evolving community of practice. We demonstrate how XML technologies and some minimal technical help for the participating teachers can provide the required foundation for a productive process of integrating E-learning in higher education.Date

An Examination of Privacy Policies of Global University Web SitesJoanne Kuzma (ARPN Publishers, 2011-10-01)Due to demand in online services, universities throughout the world are increasing the content of their Web sites and adding features, such as online applications and e-learning. However, adding online services requires that personal data is kept within computerized systems, thus putting personal private information at risk. Online consumers express concern about the risk of their personal private data and demand to know how organizations will protect their records. It is imperative that firms have mechanisms to guard their data and publish protection information within online privacy policies to mitigate user distrust. However, although industry privacy groups may recommend better protection and some countries may legislate its use; this is not universal in all university sites. This study analyzes 90 universities site throughout the world to determine the use of privacy protection. The results show a lack of use of certain privacy mechanisms. The research suggests methods for improving protection.

Instant e-Teaching Framework Model for Live Online TeachingSuhailan Safei; Mat Atar Mat Amin; Ahmad Nazari Mohd Rose; Mohd Nordin Abdul Rahman (IJCSI Press, 2011-03-01)Instant e-Teaching is a new concept that supplements e-Teaching and e-Learning environment in providing a full and comprehensive modern education styles. The e-Learning technology depicts the concept of enabling self-learning among students on a certain subject using online reference and materials. While the instant e-teaching requires 'face-to-face' characteristic between teacher and student to simultaneously execute actions and gain instant responses. The word instant enhances the e-Teaching with the concept of real time teaching. The challenge to exercise online and instant teaching is not just merely relying on the technologies and system efficiency, but it needs to satisfy the usability and friendliness of the system as to replicate the traditional class environment during the deliveries of the class. For this purpose, an instant e-Teaching framework is been developed that will emulate a dedicated virtual classroom, and primarily designed for synchronous and live sharing of current teaching notes. The model has been demonstrated using a teaching Arabic recitation prototype and evaluated from the professional user profession's perspectives.

E-learning in Higher Educational Institutions in Kuwait: Experiences and ChallengesMubarak M Alkharang; George Ghinea (Science and Information Society (SAI), 2013-05-01)E-learning as an organizational activity started in the developed countries, and as such, the adoption models and experiences in the developed countries are taken as a benchmark in the literature. This paper investigated the barriers that affect or prevent the adoption of e-learning in higher educational institutions in Kuwait as an example of a developing country, and compared them with those found in developed countries. Semi-structured interviews were used to collect the empirical data from academics and managers in higher educational institutions in Kuwait. The research findings showed that the main barriers in Kuwait were lack of management awareness and support, technological barriers, and language barriers. From those, two barriers were specific to Kuwait (lack of management awareness and language barriers) when compared with developed countries. Recommendations for decision makers and suggestions for further research are also considered in this study.
