Improving student learning is the key
 challenge for education in Latin America and the Caribbean.
 This book is divided into three parts. Part one focuses on
 the central role of student learning in education. Chapter
 one examines why student learning outcomes are important.
 Chapter two analyzes the extent to which learning takes
 place in schools in the region. Chapter three discusses some
 of the advantages and disadvantages of generating and using
 information on student learning to raise the quality of
 education. Part two reviews the evidence on the factors and
 policies that affect student learning. It first presents a
 conceptual framework that facilitates understanding of the
 factors that influence student learning. It then reviews the
 evidence on the impact on student learning of economic,
 political, and social conditions (chapter four); student
 endowments and behaviors (chapter five); school endowments
 and behaviors (chapter six); and institutional factors and
 policies (chapter seven). Part three focuses on quality
 assurance and beyond. Chapter eight examines evidence from
 countries that have succeeded in achieving high levels of
 learning among most, if not all, students, in order to
 present policy options on education quality assurance.
 Chapter nine summarizes the book's main messages and
 discusses unanswered questions.Date

Student Learning in South Asia : Challenges, Opportunities, and Policy PrioritiesBeteille, Tara; Deolalikar, Anil; Riboud, Michelle; Dundar, Halil (Washington, DC: World Bank, 2014-05-27)For the past decade, South Asian
 governments have been investing heavily to achieve the
 education millennium development goals (MDGs). The region
 has also made great progress in enrolling girls in both
 primary and secondary school. The rapid gains in enrollment
 have not been accompanied by commensurate improvements in
 learning levels, with the average level of skill acquisition
 in South Asia being low by both national and international
 standards. A major reason for this is that throughout the
 2000s, most South Asian countries focused on: (a) achieving
 universal access to primary education, and (b) sustained
 investment in better-quality school inputs to improve the
 quality of primary and secondary education. This report
 covers education from primary through upper secondary
 school. Given its importance for school readiness, this
 report also reviews early childhood development even though
 that is outside formal education systems in the region. To
 examine what types of policies hold promise for improving
 student learning, it reviews data from large-scale national
 learning assessments and the findings of a small but
 increasing number of impact evaluations being conducted in
 the region. Finally, based on evidence from South Asia and
 other regions, it identifies strategic options and
 priorities to improve learning outcomes in South Asia. The
 findings make it clear that to be successful, policies to
 ensure lasting improvements in student learning outcomes
 need to be integrated into a larger agenda of inclusive
 economic growth and governance reform. This report makes an
 important contribution to ones understanding of the
 performance of education systems in South Asia and the
 causes and correlates of student learning outcomes. Further,
 drawing on successful initiatives both in the region and
 elsewhere in the world, it offers an insightful approach to
 setting priorities for enhancing the quality of school
 education despite growing competition for public resources.

Education for all in Bangladesh : Where does Bangladesh Stand in Terms of Achieving the EFA Goals by 2015?World Bank (Washington, DC, 2007-08)The objectives of this policy note are
 twofold: first, take stock of where Bangladesh stands in
 terms of achieving the Education For All (EFA) goals; and
 second, suggest policy recommendations that could help
 Bangladesh to meet the EFA goals by 2015. The policy note
 will focus mainly on: 1) universal primary enrollment for
 all children; 2) universal primary completion; 3) gender
 parity in education; 4) adult literacy; and 5) quality of
 education. This is because these areas can be more
 meaningfully analyzed with reasonably reliable information
 from various sources. Bangladesh is unlikely to achieve
 universal primary enrollment and completion by 2015 if the
 current trends in access and completion do not improve.
 Progress in school quality is more difficult to assess
 because of the lack of systematic assessment and monitoring
 of learning achievement results. The government continues to
 be the main provider and financer of primary education.
 Improving the overall quality of schooling is a pressing
 task in order to substantially raise enrollment and help
 more children complete primary school with the appropriate
 skills in literacy and numeracy. Bangladesh has made
 progress towards increasing both primary and secondary
 enrollment and has already reached gender parity in both
 education levels.

Uganda - Developing the Enabling Context for Student AssessmentKanjee, Anil; Acana, Sylvia (World Bank, Washington, DC, 2014-01-09)Uganda's commitment to improving
 the quality and outcomes of its education system has
 translated into a parallel commitment to creating stronger,
 more sustainable student assessment system, one that
 includes: (i) examinations for selection and certification;
 (ii) large scale assessments for monitoring education
 quality at the country level; and (iii) classroom
 assessments for evaluating student work and informing
 ongoing teaching and learning. A number of lessons can be
 learned from Uganda's experience. First, political
 stability and a strong commitment to education are key
 drivers for building a strong assessment system. Second,
 charging a single institution with all assessment activities
 can allow for clearer institutional structures, as well as
 efficient coordination, development, and implementation of
 assessment programs. Third, competitive salaries need to be
 in place to attract and retain personnel, and training needs
 to be provided for capacity building. Finally, a strong
 focus on student learning and curriculum reforms can act as
 important catalyst for strengthening the assessment system
