Bangladesh is recognized globally for
 its achievements and potential, despite a number of
 difficult challenges. Given the sustained economic growth
 over the last three decades, Bangladesh is identified as one
 of the next eleven emerging economies in the world. The
 country is at a crossroads given its educational development
 and economic growth pattern. This report includes a series
 of three policy notes on access and equity, education
 quality, and skills development. They aim to support, over
 the medium term, a coherent and articulated policy dialogue
 on education and skills development that will help
 Bangladesh achieve its target of becoming a middle-income
 country. The three policy notes, which are a culmination of
 work over the last 18 months, were guided by two principles:
 (i) to provide just-in-time analysis and policy directions
 on topics of greatest interest to policy makers, civil
 society, think tanks, development partners, and researchers
 in Bangladesh; and (ii) to undertake this work in a
 collaborative manner, seeking guidance from a panel of
 advisors early in the process of preparation of these policy notes.Date

Student Learning in South Asia : Challenges, Opportunities, and Policy PrioritiesBeteille, Tara; Deolalikar, Anil; Riboud, Michelle; Dundar, Halil (Washington, DC: World Bank, 2014-05-27)For the past decade, South Asian
 governments have been investing heavily to achieve the
 education millennium development goals (MDGs). The region
 has also made great progress in enrolling girls in both
 primary and secondary school. The rapid gains in enrollment
 have not been accompanied by commensurate improvements in
 learning levels, with the average level of skill acquisition
 in South Asia being low by both national and international
 standards. A major reason for this is that throughout the
 2000s, most South Asian countries focused on: (a) achieving
 universal access to primary education, and (b) sustained
 investment in better-quality school inputs to improve the
 quality of primary and secondary education. This report
 covers education from primary through upper secondary
 school. Given its importance for school readiness, this
 report also reviews early childhood development even though
 that is outside formal education systems in the region. To
 examine what types of policies hold promise for improving
 student learning, it reviews data from large-scale national
 learning assessments and the findings of a small but
 increasing number of impact evaluations being conducted in
 the region. Finally, based on evidence from South Asia and
 other regions, it identifies strategic options and
 priorities to improve learning outcomes in South Asia. The
 findings make it clear that to be successful, policies to
 ensure lasting improvements in student learning outcomes
 need to be integrated into a larger agenda of inclusive
 economic growth and governance reform. This report makes an
 important contribution to ones understanding of the
 performance of education systems in South Asia and the
 causes and correlates of student learning outcomes. Further,
 drawing on successful initiatives both in the region and
 elsewhere in the world, it offers an insightful approach to
 setting priorities for enhancing the quality of school
 education despite growing competition for public resources.

Great Teachers : How to Raise Student Learning in Latin America and the Caribbean--OverviewLuque, Javier; Bruns, Barbara (World Bank, Washington, DC, 2014-08-20)While the importance of good teaching
 may be intuitively obvious, only over the past decade has
 education research begun to quantify the high economic
 stakes around teacher quality. In a world where the goals of
 national education systems are being transformed, from a
 focus on the transmission of facts and memorization to a
 focus on student competencies for critical thinking, problem
 solving and lifelong learning the demands on teachers are
 more complex than ever. Governments across the world have
 put teacher quality and teacher performance under increasing
 scrutiny. The Latin America and the Caribbean (LAC) region
 is no exception to these trends; indeed, in some key areas
 of teacher policy, the region is at the vanguard of global
 reform experience. The study aims to benchmark the current
 performance of LAC s teachers and identify key issues. It
 shares emerging evidence on important reforms of teacher
 policy being implemented in Lac countries. The study also
 analyzes the political room for maneuver for further reform
 in Lac. They focus on teachers in basic education
 (preschools, primary and secondary education) because the
 quantitative and qualitative challenges of producing
 effective teachers at these levels differ in key ways from
 university-level education, which has been addressed in
 other recent World Bank publications.

NigeriaAppasamy, Irajen; Garcia, Marito H.; Favara, Marta (World Bank, Washington, DC, 2015-06)This policy note is a diagnostic of the
 state of Nigerian skills and human capital. It seeks to
 understand the kinds and levels of human capital that
 Nigeria possesses to support its efforts toward economic
 competitiveness over the next two decades. It also looks at
 inefficiencies of the Nigerian skills-building system,
 including the barriers to growth, barriers to sharing
 prosperity, and presents policy recommendations and actions
 to overcome these constraints. The policy note offers key
 insights into the drivers of the labor market, the
 underlying analysis of why Nigeria has been unable to reduce
 its poverty rate over time, the jobs landscape, and the
 drivers, dimensions, and directions for skills development
 to transform the Nigerian economy. The emphasis is on
 directions for public sector responsibility and
 public-private partnerships. The study reinforces the nexus
 between the jobs and the employability. Finally, it provides
 the analytical bases and policy and programmatic directions
 for the government of Nigeria in keeping with the World Bank
 country partnership strategy (FY2014-17).
