The Republic of Maldives, a
 middle-income country of extraordinary natural beauty, is
 one of the most advanced nations in South Asia. The Maldives
 consists of an archipelago of nearly 1,200 islands and a
 population of approximately 400,000 inhabitants; 310,000
 Maldivians and 90,000 expatriate workers. More than 25
 percent of the populations live in Male, the capital, while
 the rest are distributed among just under 200 other
 inhabited islands. The Maldives had attained a gross
 national income (GNI) per capita of USD 5,790 in 2010. This
 was the highest among countries in the South Asia region.
 The country ranked 107th in the human development index
 (HDI) for 2010, which was the second highest HDI rank in
 South Asia after Sri Lanka. The Maldives also had the second
 best position among South Asian countries, after Pakistan,
 in the doing business indicators in 2010, at 85th in the
 world. The Government of Maldives (GOM) is seeking to
 accelerate human development and economic prosperity within
 the political framework of a modern liberal democracy. The
 government's reform program to achieve this goal,
 outlined in the policy statement 'the other Maldives
 [GOM (2009a)]' contains five pillars: good governance
 to strengthen democratic institutions and processes;
 expansion and development of human capital; climate change
 and adaptation; public sector reform to streamline the
 delivery of services and improve efficiency; and
 macroeconomic reform to promote private-sector led growth.Date

Republic of Sierra Leone : Higher and Tertiary Education Sector Policy NoteWorld Bank (Washington, DC, 2014-02-03)Chapter one provides background and
 context for these policy notes. It includes information on
 the history of Higher and Tertiary Education (HTEs),
 learning structures, the economy, relevant legal frameworks,
 and the general education sector. Chapter two deals with
 quality assurance: the structures of administration, legal
 framework, monitoring Commissions, internal and external
 quality assurance, policies, accreditation and participants.
 Chapter three highlights issues of academic Relevance to
 economic, social and national development. It reviews the
 Government of Sierra Leone (GOSL) priorities, the labor
 market, skills and competencies and employment status and
 opportunities for Higher and Tertiary Education Institution,
 or HTI graduates. The chapter further explores the supply of
 programs and courses while identifying gaps in offerings.
 Recommendations are provided. Chapter Four provides insight
 into the Cost and Financing of HTIs. The report highlights
 the financing of institutions, public financing,
 subventions, scholarships and projected demand for HTE and
 associated costs. Policy recommendations are provided in
 each chapter, and summarized here.

Education Investment Guide : A Guide for Investors in Private Education in Emerging MarketsInternational Finance Corporation (World Bank, Washington, DC, 2010-07)This guide has been prepared as a
 reference for International Finance Corporation (IFC)
 partner banks and other investors considering an investment
 in private education. It aims to: 1) describe some of the
 special features of private education entities, such as
 primary and secondary schools, technical and vocational
 colleges as well as tertiary colleges and universities; and
 2) indicate the key questions to ask and what to look for
 when such institutions are being appraised. The document is
 divided into four sections: i) the education sector in
 emerging economies; ii) investing in education; iii)
 national policies and regulation; and iv) good practice,
 pitfalls and performance. The first section sets the
 education market in a global context, explaining why the
 private sector is emerging as a major player in many
 countries. The second section sets out the different
 approaches of private equity and banks as lenders. The next
 section focuses on the national context and describes some
 of the national policies and regulations that might
 influence the operations and profitability of an education
 institution. The final section illustrates the elements of a
 successful education investment from both the financial and
 educational points of view.

Higher Education Quality Assurance in Sub-Saharan Africa : Status, Challenges, Opportunities, and Promising PracticesMateru, Peter (Washington, DC: World Bank, 2012-05-31)This report maps and assesses the status
 and practice of higher education quality assurance (QA) in
 Sub-Saharan Africa. It centers on quality assurance in
 degree-granting tertiary institutions, but also
 incorporates, where available, information on other types of
 tertiary education. A main finding is that structured
 national-level quality assurance processes in African higher
 education are a very recent phenomenon and that most
 countries face major capacity constraints. The research for
 this report was conducted between November 2005 and December
 2006 through document and web reviews, interviews and six
 detailed country case studies covering Cameroon, Ghana,
 Mauritius, Nigeria, South Africa and Tanzania. This study
 has two main purposes, one being to establish a baseline on
 the status of quality assurance in higher education in
 Africa. A second is to provide information to education
 policymakers, stakeholders (including employers) and
 development partners involved in tertiary education in
 Africa that may assist them with identification and
 prioritization of capacity enhancement needs for quality improvement.
