The National System of Higher Education Assessment (SINAES), public policy evaluation, is the theme and the problem investigated in this work. The addressed object of study investigates the contribution of the National Survey of Student Performance (ENADE) the quality of higher education, based on the standard-setting agencies of this public policy, the MEC and the INEP in Brasilia. Contextualizing the study, the subject deals with the history of higher education in Brazil and public assessment policies, with a brief history of higher education and evaluation. It describes the changes brought to higher education by inferences of globalization, an increase of private IES and interference of international organizations in the higher education policies. It presents the "new" assessor State and normalizing of educational policies for the quality of higher education. Discusses the progress of the evaluation of higher education in other parts of the world and its consequences in Brazil, rescues also the trajectory, challenges and conceptions of the evaluation of higher education, provided for in official regulations, as well as its regulation and public policy for its implementation, the National Course Exam (ENC) to SINAES. The overall objective of this research is to analyze the national assessment system of higher education in Brazil, focusing mainly on the ENADE contribution to the quality of education in the country, including the state's role as the regulatory body of this public policy. In the methodology, we seek knowledge and enlightenment on the evaluation of quality in higher education, researching the ENADE in the context of SINAES. The choice was for field research in the qualitative line, being held at the INEP and MEC for the period between the second half of 2013 and the first half of 2014. We interviewed the director of assessment, the general coordinator of ENADE, the director of policy and degree programs and regulatory policy director of MEC and INEP, which enabled the realization of a coherent research and committed to researching the object of reality experienced in the above organs. Therefore, by adopting this strategy, it was possible to obtain valuable information that enriched the research, to overcome the enclosed results of the official data and add experiences, opinions and different feelings. The research aims to evaluate the contribution of ENADE, to improve the quality of education, and concluded that the ENADE is an important assessment tool and contributes to the quality of higher education.The National System of Higher Education Assessment (SINAES), public policy evaluation, is the theme and the problem investigated in this work.
