Abstract
In the process of historical development for thousands of years, especially in the last quarter of 20th century, against the socio-economic changes brought by globalization and increasing competition, universities has made a significant progress in terms of missions, the audience and sources of funding. In relation to reduction of public funds for higher education and increasing mass education demands system has ushered student / market-oriented process. In this process, students are perceived as "clients. Therefore, in the universities questioning the quality and having the specific quality assurance systems has become inevitable. In this study, in the process of globalization and internationalization due to the increasing academic mobility movement, alternative methods can be applied for quality development in the universities are clarified and applications of quality assurance systems in the world are explained. The purpose of this study, based on the literature, is to handle country applications with respect to the formation and development of quality in higher education and to discuss the applicability of quality assurance systems in Turkey.
Binlerce yıllık tarihsel gelişim sürecinde üniversiteler, özellikle 20. yüzyılın son çeyreğinde küreselleşmenin meydana getirdiği sosyo-ekonomik değişim ve artan rekabet karşısında gerek misyonları, gerek hitap ettiği kitle, gerekse fon kaynakları açısından önemli bir gelişim göstermiştir. Yükseköğretime yönelik kamu fonlarının azalması ve artan kitlesel eğitim talepleri karşısında sistem, öğrenci / piyasa odaklı sürece girmiştir. Öğrencilerin “müşteri” olarak algılandığı bu süreçte, üniversitelerde kalitenin sorgulanması ve belirli kalite güvence sistemleri ile belgelenmesi kaçınılmaz olmuştur. Bu çalışmada, küreselleşme ve uluslararasılaşma sürecinde artan akademik hareketlilik nedeniyle, üniversitelerde kalite geliştirme konusunda uygulanabilecek alternatif yöntemler açıklanıp, dünya genelinde kalite güvence sistemleri uygulamaları incelenmektedir. Çalışmanın amacı, literatür baz alınarak, yükseköğretimde kalite oluşumu ve gelişimi ile ilgili ülke uygulamalarını ele almak ve kalite güvence sistemlerinin Türkiye’de uygulanabilirliğini tartışmaktır.
