AbstractThe United States Coast Guard is a dynamic military organization that is continuously changing to meet its multi-mission objectives. Based upon current trends, the demands placed on the Coast Guard will increase in the future. The American public will expect full execution of its national security and protection missions. The Coast Guard reserve officer is a vital partner in ensuring these missions are accomplished in a professional manner. However, unless action is taken soon, Coast Guard reserve officers will not be fully viable leaders, capable of implementing and succeeding in future missions. The current status quo of the Coast Guard reserve officer program cannot continue. This paper will discuss the concepts of professionalism and officership and examine three reserve officer career milestones: accessions/indoctrination, mid-grade officer technical expertise and development, and senior leader education. Recommendations for improving the training and development of Coast Guard reserve officers will be presented with the objective of making them full-fledged members of the Coast Guard team.

Measuring Officer Potential Using the OERARMY COMMAND AND GENERAL STAFF COLLEGE FORT LEAVENWORTH KS; Jackson, Derrick G (2015-06-12)The thesis seeks to answer the primary question, Does the Army effectively capture an officer's potential for promotion, command, or future assignments using the OER as the document of record? The research applies grounded theory to examine and analyze previous research and studies conducted on the effectiveness of the Officer Evaluation Reporting System. The thesis concludes with a recommendation to change the criteria that senior raters should use to evaluate an officer's potential. The research found that senior raters need a more precise definition for potential. Additionally, the research will show the benefit of using the Army's Leadership Requirements Model to measure officer potential.
The Army Training and Leader Development Panel Officer Study Report to the ArmyARMY TRAINING AND LEADER DEVELOPMENT PANEL WASHINGTON DC (2003)This is the Army Training and Leader Development Panel's (ATLDP) Officer Study Report to The Army of its findings conclusions, and recommendations. The Panel organized four Study Groups, an Integration Team, and a Red Team from its members. Three Study Groups assessed the unit, institution, and self-development pillars of the Army's current Leader Development Model. A fourth Study Group examined Army Culture as it relates to officer development, service ethic, and retention. The Panel contacted approximately l3,5OO soldiers in 61 locations worldwide from all cohorts, components, and major commands using surveys, focus group interviews, personal interviews, and independent research. Commissioned officers made up 76% of the research sample, noncommissioned officers 21%, and warrant officers 3%. The Panel identified seven strategic imperatives that are key to the success of improving Army training and leader development: (1) Recognize the strong relationship between Army Culture and the quality of training and leader development programs--Army Culture must operate routinely within an acceptable Band of Tolerance for the Army to effectively train soldiers and grow leaders; (2) The Officer Education System (OES) is out of synch with Army needs and must be adapted to meet the needs of the transforming Army and the realities of the Operational Environment (OE); (3) "Training the Force" and "Battle Focused Training" must be adapted to account for the OE and linked to operational and leadership doctrine; (4) Commit to returning to standards-based training; (5) Adopt a Training and Leader Development Model that clearly shows how training and leader development are linked; (6) Adopt and institute a management process to facilitate managing change; and (7) Support lifelong learning. Invest Now or Pay Later: Overcoming the Navy's Information Professional Community's Unwillingness to Formally Train its OfficersMARINE CORPS COMMAND AND STAFF COLL QUANTICO VA; Wendelin, Steven M. (2006-02-07)The United States Navy's information professional (IP) community claims to be a proponent of training, yet when pressed to provide a 6- to 9-month course, much of the community's leadership and many of its members balk at the idea. Instead, the community supports training that occurs in 2-week courses, as on-the-job training (OJT), and as off-duty education. Only by investing in its human capital will the IP community ensure its members' continued success in the fleet. To preserve credibility and to provide timely, relevant, and accurate information to the commander, the IP community needs to provide its members with formal training in communications and information systems at both the basic and intermediate levels. In July 2001 the information professional community was officially established and was initially manned by laterally transferring those officers from the fleet support community who possessed operational experience or education in the disciplines of communications, information systems, or space and electronic warfare. The purpose of the community is to provide the Navy with a corps of restricted line officers whose expertise in communications and information systems makes them subject matter experts in command, control, communications and computers (C4). The community currently consists of 530 restricted line officers, 229 limited duty officers, and 104 chief warrant officers with a billet base of 943 billets. Twenty-seven percent of those billets are rated as sea-duty -- either ship's company or afloat staff officers. At present, the community is accepting only lateral transfers of warfare qualified officers from the unrestricted line. This policy of laterally transferring only warfare qualified officers has greatly contributed to the rapid development of the IP community's credibility within the surface, air, and submarine warfare communities.
