Abstract
In 2010, a mandatory teacher training course was introduced for new vocational college teachers in Denmark. Since then, all vocational teachers have to complete the same course, regardless of practical work experience and educational background. After completion, they apply the knowledge to a very specific practice (i.e. teaching within a specific vocational field at a specific type of college). Thus, individual teachers experience different ‘learning trajectories’, depending on the vocational field and place of employment. They amass different experiences, including going back to school, just like newly enrolled students at a vocational college. This paper is based on empirical data from a qualitative study. It examines the learning trajectories of vocational teachers who choose to return to vocational colleges as VET teachers. Based on the analyses of two cases, we discuss the consequences for teachers’ pedagogical practice at vocational colleges and its potential for solving various challenges that colleges face. Teachers in Anglophone Africa : Issues in Teacher Supply, Training, and ManagementMulkeen, Aidan (Washington, DC: World Bank, 2013-05-24)Based on case studies of education systems and practices in eight English-speaking African countries, the publication closely examines issues of teacher supply, deployment, management and finance. The book suggests that these issues are closely interrelated. Low numbers of qualified teaching graduates may result in teacher shortages; these shortages may make it difficult to deploy teachers effectively. Problems with teacher deployment may result in inefficient utilization of the teachers available, and those teachers effectiveness may be further reduced by weak teacher management and support systems. The book identifies policies and practices that are working on the ground, noting their potential pitfalls and pointing out that policies designed to address one problem may make another problem worse. Teachers in Anglophone Africa offers a useful synthesis of the issues and draws together a series of promising practices, which can serve as positive suggestions for countries seeking to improve their teacher policies.

Skills Development in AfghanistanWorld Bank (Washington, DC, 2014-04-21)After three decades of conflict,
 Afghanistan needs a well-trained and flexible workforce to
 help rebuild the country. The conflict has decimated
 Afghanistan's training infrastructure, torn the fabric
 of human society, and relegated the country to the status of
 one of the least developed in the world. The country's
 efforts to emerge from near-total collapse is hampered by a
 number of factors, one of which is absence of a
 well-educated and -trained labor force able to acquire the
 skills and trades the country needs as it grows. A
 well-trained labor force will yield higher levels of
 productivity and be able to accommodate the changing needs
 of a post conflict economy while ensuring higher earnings
 and greater mobility for workers. Though most of the Afghan
 labor force is in the informal sector, skills acquisition
 judiciously combined with literacy and numeric programs
 should produce a workforce able to adapt modern production
 technologies and take advantage of opportunities through
 self-employment and small-enterprise development. The report
 is organized into four sections. Section one provides an
 introduction to Afghanistan. Section two focuses on recent
 economic trends and labor market demands. Section three is
 an overview of the country's education and training
 sector, while examining the main providers, recent changes
 in institutional framework, and key issues in the vocational
 education and training (VET) sector. Finally, section four
 reviews possible reforms the country will need in order to
 improve the delivery of VET services.

Skill Development in India : The Vocational Education and Training SystemWorld Bank (Washington, DC, 2008-01)This paper stresses that despite the
 fact that India is a fast developing economy difficulties
 have led the Government to conclude that far more needs to
 be done to engender more employment opportunities for the
 majority of Indians, to enable them to participate in the
 benefits of growth and to contribute to that growth. To do
 this they must have education and training that equips them
 for the labor market. One of the sources of the skilled
 workforce is the vocational education and training system.
 However, the government realizes that the system is not
 being able to appropriately respond to the needs of the
 labor market. A key issue, then, is what
 reforms/interventions are needed to improve the
 effectiveness of the system. Answering that question is far
 from easy and this paper attempts to provide some options
 for doing so. On the one hand India faces the future with
 its changing realities; on the other hand it must deal with
 the nature of its established traditions and structures.
 This paper has laid out some key reforms that must be
 undertaken in different areas to make the vocational
 education and vocational training systems more responsive to
 the needs of the labor market. The reform agenda is fairly
 comprehensive and all the reforms cannot be implemented
 immediately. Given this, the paper has laid out some of the
 critical reforms that need to be undertaken in the short-run
 (first phase) followed by others that can be undertaken over
 a period of 2-3 years. The first phase focuses on reforms
 aimed at improving the quality and labor market relevance of
 the existing system, while the medium-term agenda also
 includes moving forward on mobilizing additional resources
 for the system, especially once the quality has improved.
 However the background work needed to undertake reforms in
 the medium-term should also commence immediately. These
 reforms should be treated as a package. If only some are
 instituted, while others are not, it is unlikely that the
 objective of developing a truly demand-responsive system
 will be effectively met.
