La universidad pública bajo ataque neoliberal

Abstract

The following article seeks to encourage the discussion about threats against the public university as well as its necessary defense. A historical account is made of the origins of the western university and the future of the Costa Rican public university. The attacks and threats coming from the neoliberal counter-reform since the eighties of the last century stand out. These attacks and threats are reinforced by the presence of sectors within the universities that support and underpin the “reforms” proposed by the counter-reform. These attitudes and actions, plus the attacks, overlap with partial struggles in defense, certainly, of important human and civil rights, but forgetting or underestimating the strategic objectives of the political struggle in favor of the great majorities. Finally, a proposal is made towards “pluriversity” and for the creation of a single and integrated Costa Rican university system.

El siguiente artículo busca incentivar la discusión en torno a las amenazas contra la universidad pública así como su necesaria defensa. Se hace un recuento histórico de los orígenes de la universidad occidental y del devenir de la universidad pública costarricense. Se destacan los ataques y amenazas procedentes de la contrarreforma neoliberal desde los años ochenta del siglo pasado. Dichos ataques y amenazas se refuerzan ante la presencia de sectores que al interior de las universidades apoyan y apuntalan las “reformas” que plantea la contrarreforma. Esas actitudes y acciones, más los ataques, se solapan con luchas parciales en defensa, ciertamente, de importantes derechos humanos y civiles, pero olvidando o menospreciando los objetivos estratégicos de la lucha política en favor de las grandes mayorías. Finalmente, se hace una propuesta hacia la “pluriversidad” y para la creación de un sistema universitario costarricense único e integrado.
