Abstract

Det følgende projekt omhandler implementeringen af det første lovlige stofindtagelsesrum i Danmark, der vil være lokaliseret på Indre Vesterbro. Opgavens fokus vil være de udfordringer der har været i forhold til planlægningen af et stofindtagelsesrum, der kan have en meget kontroversiel natur. Projektet vil indeholde en analyse af hvilke aktører der har været inkluderet i processen, hovedsagligt med fokus på beboerne i området, og i hvilket omfang er deres input blevet overvejet da den endelige beslutning blev truffet. For at hjælpe os gennem analysen har vi opereret med et teoriapparat bestående af bl.a. governanceteori, og empowerment. Den første del af analysen vil være bundet op på Governance teori som skal klarlægge den proces der rent faktisk førte til den endelige beslutning. Dernæst vil vi benytte en række teorier om borgerdeltagelse bland andet Empowement teori, der skal sætte os i stand til at verbalisere om og hvor meget indflydelse beboerne havde i beslutningsprocessen. The following project examines the implementation of the first officially authorized drug consumption room in Denmark, located on Inner Vesterbro. It will focus on the process and the implications when planning where to locate social service with such a controversial nature. The project will include an analysis of which participants were included in the process, specifically focusing on the citizens of Inner Vesterbro, and to what extend their input was considered, when the final decision was made. To help us analyse this particular predicament, we have used a set of theories spanning from governance and network analysis, to empowerment and other citizen participation theories. Governance theory has been used to shed light on the actual process of implementation, and the characteristics and nature of this. Following this are theories of citizen participation, for example Empowerment theory, which has helped us verbalize, what, and how, or if the local community had an actual influence on the decision-making process.
