dc.description.abstractSecurity situation in the world is changing rapidly; therefore Lithuanian armed forces must change its perception towards the country’s defense system and its organization methods by developing relations with the public, state authorities and allies. In order to ensure a credible deterrence and defense system based on both collective and national defense capabilities, the state national defense system leaders emphasize the necessity for a Lithuanian armed forces reserve. Majority of modern threats that pose a danger to national security, such as informational and cyber–attacks, hostile activities of foreign intelligence services, are of unconventional nature. Thus, the needs and the measures of defense system are very diverse. One of the measures to counter modern threats is anticipated civil resistance. Citizens can resist the aggression both by taking part in the armed defense of the country as well as engaging in non–violent civil resistance – civil defense where counter measures such as a protest, civil disobedience and non–cooperation are applied. The aim of civil resistance is to influence the enemy and reach out for international community’s support. The key elements of a successful civil resistance are the civil will to resist the aggressor and the nation’s determination to fight for the independence of the country with all possible means. In order to make civil resistance and armed defense of the state possible the knowledge and practical skills are required. Within a Lithuanian military doctrine the military readiness to defend the state is perceived not just as a compulsory military service or professional vocation. State’s defense needs not only trained soldiers, but also the citizens possessing a huge variety of skills and knowledge that match the requirements the state’s armed defense mobilization reserve. Civil resistance and civil defense are the activities of self–formed units consisting of the citizens of the Republic of Lithuania who are resisting aggression and occupation. The will and determination of the citizens to fight is encouraged by civil and patriotic education also knowledge, skills and nurtured attitude that are a necessary condition for active and responsible participation in the processes of democratic Lithuanian state and civil society and its protection from various threats and risks. The measures implemented within the country directed towards the development of civil competences for national defense should be intended for all citizens, regardless of whether or not a citizen according to the law is a military conscript or not, because civil will and military training are closely interrelated factors constituting unified training of citizens for universal and unconditional national defense system. In case of an a attack or attempt against the territorial integrity of Lithuania or its constitutional order the citizens and their self–acting derivatives should take actions of civil resistance such as non–violent resistance, disobedience and non–collaboration with aggressor, as well as armed resistance. Lithuanian Riflemen’s Union should be the central axis of the civil defense system organizing and executing civil resistance. It is crucial to include other organizations and citizens’ groups into civil resistance training system.
