Since the end of 2007, the territory of Lubuk Pakam I-II subdistrict of Lubuk Pakam has been active to enforce the Urban Poverty Erradication Program (P2KP) to eliminate the poverty. The objective of research would be: 1). to evaluate the implementation of the Urban Poverty Erradiction Program (P2KP) in the empowerment of the poor families in Lubuk Pakam I-II subdistrict, 2). to analyze the impact of the Urban Poverty Program Erradication (P2KP) implementation in increasing the average incomes of poor families in Lubuk Pakam I-II subdistrict, 3). to identify supportive and resistive factors to empowerment of poor families in Lubuk Pakam I-II subdistrict. The methods/analysis of data used was descriptive analysis and Compare Mean Test Analysis. The result of the research showed that the implementation of the Urban Poverty Erradication Program (P2KP) in the Empowerment of Poor Family in Lubuk Pakam I-II subdistrict was not realized perfectly, and it was known that activity of Tri-Daya P2Kpin environmental sector has been successful to give a long-term importance in comparison with activities of economic and social force. The evaluation through effectiveness perspective also indicated that the implementation of P2KP was not implemented successfully as excepted in public guedeline by Government of P2KP. The impact of P2KP implementation in Lubuk Pakam I-II has increasing average incomes of the poor families before and after implementation and has been known to vary positively. In empowerment of poor family, there were some supportive factors including: level of awareness and peopleparticipation, socialization and accurate and well – directed training program, establishment of representative people institutions, the concern of regional government and other concerned groups, whereas the resistive factors included the low quality of human power and economic factor, limited capital for business development.087003042
