Abstract
The objective of the study is to analyze academic freedom through the lens of finance and budget. More specifically, by articulating multiple levels of analysis, it aims to take a different look at the institutional framework and material conditions of academic research. However, the absence of safeguarding public funding for research undermines academic freedom. Similarly, the funding mechanisms of higher education and research institutions contribute to a weakening of the institutional framework, which is not conducive to the development of research activities. Finally, through certain funding modalities that have now gained a central role, the state exerts increased control over the activities of researchers.
