  • Protecting whistle-blowers in the public service : a global survey of whistle-blowing laws applicable to the public service sector

    This paper provides an analysis of national laws relevant to whistle-blowers in the public sector across 67 ILO Member States. It studies each national law through a selection of indicators derived from reference frameworks and guidance by inter-governmental organizations (e.g. UNODC, OECD) and global civil society organizations (e.g. Transparency International, the International Bar Association). It aims at drawing a picture of each studied member state’s approach to specific questions such as which public sector employees should benefit from a statutory whistle-blower protection, un­der which conditions and what such protection entails. The study concludes by observing that although enacting national laws protecting whistle-blow­ers is a relatively recent trend, such laws present a broad diversity of approaches which contrasts with the relative consistency of institutional recommendations.
  • Global Ethics Forum 2024 : ethical leadership for a re-envisioned future : policy report

    The Global Ethics Forum (GEF) 2024, held from 2 to 4 September 2024 at the Geneva Maison de la Paix, marked a significant relaunch of a globally recognised platform for ethical dialogue and action. Under the theme “Re-envisioning the Future in an Ethical Multistakeholder Perspective," the forum convened over 600 participants, including 78 speakers and 32 knowledge partners from 34 countries and 6 continents. The primary purpose of the forum is to inspire ethical leadership and provide a safe space for multistakeholder and intercultural dialogue. The event facilitated critical discussions on ethical leadership, innovative solutions, and policy recommendations to address global challenges. Through these discussions, the forum advanced policy recommendations that amplified the voices of underrepresented groups and set a global agenda that integrates ethics as a cornerstone for peace, governance, and technological innovation.

    The Global Survey of Business Ethics 2022-2024 (GSBE) incorporates the full 36 country or regional reports that were collated over three years of investigation by 94 reporters. The sheer volume of content required the publication of three volumes. This third volume is collated as follows: Volume 3: Short introduction to the Global Survey of Business Ethics 2022-2024 and the European country reports. Compared to Africa and Asia (presented in volume 1 and 2), Europe is a relatively small and homogenous continent. But their submitted reports may surprise by their huge variety. They are written in English, the “lingua franca” of business while many of them were carried out in the respective languages, e.g., in Spanish, Italian, German, Estonian and Hungarian. The differences range from business ethics activities being closely guided by international standards such as the PRME (“Principles for Responsible Management Education”) in Ireland and recent Directives of the European Union in Denmark to priorities of struggling with “non-financial disclosure and accounting” in Italy and to “post-war reconstruction” and “moral leadership of the business elite” in Ukraine. It is obvious that the socio-political and cultural context of the country (i.e., the systemic or macro-conditions) shape to a large extent the decision-making and acting of business enterprises and educational organizations as well as individuals at the meso- and micro-levels, respectively. The European reports are presented in this volume and include Czech Republic, Denmark, Estonia, France, Germany-Austria-Switzerland, Hungary, Ireland, Italy, Netherlands, Romania, Slovakia, Spain, and Ukraine.

    The Global Survey of Business Ethics 2022-2024 (GSBE) incorporates the full 36 country or regional reports that were collated over three years of investigation by 94 reporters. The sheer volume of content required the publication of three volumes. This second volume is collated as follows: Volume 2: Short introduction to the Global Survey of Business Ethics 2022-2024 and the reports from Asia, Australia, Russia, South and North America. While volume 1 and volume 3 present the country reports from one continent, that is, from Africa and Europe, respectively, in contrast, this volume 2 contains 13 reports from five continents and includes seven from the ten most populous countries on Earth (Worldometers 2024): India (1,428,627,663), China (1,425,671,352), United States 339,996,563), Indonesia(277,534,122), Brazil (216,422,446), Russia (144,444,359) and Mexico (128,455,567). Adding the most populous country in volume 1, that is, Nigeria with 223,804,632 people, the GSBE book includes a total of 4,184,976,704 people or ca. 52% of the world population (8,118,835,999). Given this enormous population, the reports in this volume can only provide some tiny, but not insignificant insights of the huge diversity of challenges and opportunities in the field of business ethics. The reports are presented in this volume and include Mainland China, Hong Kong, Macau, Japan, Indonesia, Philippines, India, Australia, Russia, Latin America, Brazil, United States, and Mexico.

Extracts of the survey and various translations are also provided.   • Zeitgenössische Wachstumskritik aus wirtschaftsphilosophischer Perspektive : zur Rekonstruktion der Wachstumsdynamik als Verselbständigung cartesischen Denkens

    Über 50 Jahre sind seit dem Erscheinen des ersten Berichts für den Club of Rome (1972) vergangen. Kritik am ökonomischen Wachstum ist mittlerweile weitgehend etabliert. In der akademischen und öffentlichen Debatte stehen sich indessen verschiedene Lager gegenüber. Anhänger eines Postwachstums gelten dabei gemeinhin als radikalste Wachstumskritiker. Selten wird jedoch die zeitgenössische Wachstumskritik selbst einer kritischen Untersuchung ausserhalb des Denkens in Lagerkategorien unterzogen. Stattdessen gilt auch in der Postmoderne die Devise der Nicht-Überschreitung planetarer Grenzen als ein verbliebener und akzeptierter normativer Rettungsanker mit Absolutheitsanspruch. Die vorliegende Arbeit seziert die weltanschaulichen Vorannahmen hinter der heutigen Wachstumskritik. Aus wirtschaftsphilosophischer Perspektive erweisen sich die Postwachstumsargumente bei genauer Analyse als selbstwidersprüchlich. Die Wachstumsdynamik kann so nicht überwunden werden, sondern wird im Gegenteil sogar perpetuiert. Die Ursache liegt dabei in der cartesianistischen Reduktion der Wachstumsfrage auf einen rein quantitativ und entsubjektiviert gedachten Problembereich.

    This book is a practical handbook for lecturers teaching Intercultural Business Ethics (IBE) in higher education. It is the result of collaboration between lecturers from South Africa, China and Switzerland in an ongoing intercultural teaching project. The basic idea is that students discuss ethical dilemmas from the business world in culturally mixed groups and present their joint solution proposals in a short video. The handbook aims to help facilitators of the peaceful coexistence of countries and cultures.
  • “Caritas in veritate” an alternative approach of microfinance for poverty alleviation

    On the eve of the New Year 2023, the Catholic Church and the world lost a great and brilliant man, Pope Emeritus Benedict XVI. He was known for among many things, in his writings on the Catholic faith, economic and social life. One of the Encyclicals touching economic lives is the so called Caritas in Veritate of 2009. In memory of his academic contributions, this paper attempts to marry the Encyclical with microfinance as a tool of poverty alleviation. The reason for this is to justify that business is not bad in all its respects. However, money when is taken in absolute terms it tends to reduce man as an instrument and puts him to a certain social role and it becomes the instrument of its own destruction (refer to the financial crisis of 2007/2008). Therefore, the author attempts to bring together business and charity in truth for the expected results of genuine human development as a common good. This is what to be expected from services and products of microfinance institutions (MFIs) wherever they operate in poor countries. The paper explores also the current trend of some MFIs being involved in capital markets. It is clear today that Microfinance has become a very potential investment opportunity for private and institutional investors as well. The question which the author would like to put forward is whether microfinance institutions will remain in their original mission of poverty alleviation by serving the financial excluded marginalised households or are drifting away from this mission in order to meet the goals of private investors and clients who can absorb larger loans even at the sacrifice of outreach to the poorest segments in a community for the sake of commercial viability. The principle of subsidiarity as employed by the Holy Father Emeritus Benedict XVI, who passed away on the 31 December 2022, has been explored contributing to good values that can be used in microfinance institutions which intend to be at the service of the poor.
  • Human Development Index—Revisited: Integration of Human Values

    In the present article, the concept of Human Development Index (HDI) has been revisited so as to integrate the human values using the Corruption Perception Index (CPI) measured by Transparency International, for different countries, as a simple generalization within the framework of existing Anand and Sen’s (1994) and Haq’s (1990) prescription. In this framework, a geometrical average of three indices corresponding to three dimensions, namely, the life expectancy, years of schooling and standard of living (gross national income per capita), was taken. In order to have HDI in broader perspective, one has to integrate another important dimension known as human values. The main hypotheses of this article are: (a) human values play an important role in human development; (b) CPI has a strong correlation with HDI; and (c) CPI is intimately linked with the outcome of human values. The important finding of this article is the successful establishment of these hypotheses which brought appreciable changes in the HDI when human values are integrated with it. As a result, most of the countries showed a vast decline in HDI (up to 30 per cent), affecting the respective ranking of different countries. Such a value-based HDI (VHDI) is supposed to motivate even the richer countries to improve their HDI ranking in future.
