Les valeurs contemporaines de la fonction publique québécoise

Abstract

Cet article résume les analyses faites à l’intérieur du ministère du Conseil exécutif et destinées à alimenter la réflexion du gouvernement sur les valeurs que devraient refléter les normes d’éthique applicables aux fonctionnaires dans le nouveau cadre et la nouvelle philosophie de gestion créés par la Loi sur l’administration publique. La mise en application de cette loi a engendré au sein de l’appareil gouvernemental un questionnement important en rapport avec les diverses facettes de la gestion moderne de l’État, dont celle relative à l’éthique et à la déontologie, et aux valeurs qui devraient sous-tendre l’action de la fonction publique québécoise.

This article builds on the analyses undertaken within the Ministry of the Executive Council and aims to expand on the reflections of government on the values that should guide the ethical norms applied to civil servants in the new framework and the new philosophy of mana- gement created by the Law on Public Administration. The application of this law has engendered, within the governmental apparatus, a significant questioning with regards to the diverse facets of management in the modern State, particularly in relation to ethics and deon- tology, and on values that should underlie the actions of those in the Quebec public service.
