Abstract
In matters of ethics in public administration, the most developed countries have recognized that an emphasis on prevention reduces the need for sanction. Prevention, an investment that is less costly in the long-term, engenders more positive effects on the culture of public service and on the relationship between the public service and civil society. This article provides information on the efforts of OECD countries to create an environment of public service that adequately combines preventive measures and measures based on sanctions.
