Abstract
The process of risk evaluation precedes all forms of risk management. It is thus necessary to identify the principle paradigms at work in this process : the positivist paradigm, the constructivist paradigm and finally, one centered on a planned economy. Their strong influence on the very conception of risk induces divergent viewpoints, and their methods impede the establishment of a national and international dialogue in the area of risk management. We will therefore attempt to disengage from these paradigms by operating from a four-step process of risk evaluation : identification of the risk criteria, evaluation of the degree of risk, reasonable demonstration of the nature of the risk and, finally, methods of public consultation.
