Egypt's children and youth, representing more than one-third of the country´s population and its future, face several significant challenges, as shown by higher child poverty rates and unequal access to basic services. The objective of this report is three-fold: (i) to analyze the extent of inequality of opportunity among Egyptian children; (ii) to inform government policy on how success in life is influenced by factors predetermined at birth; and (iii) to identify policies and interventions that may contribute to improving equality of opportunity. The underlying premise is that ensuring equality of opportunity entails leveling the playing field in such a way that every child, regardless of the circumstances of his/her birth, will have an equal chance to succeed in life. This report analyzes the extent of provision of equal access to basic opportunities to all children (including healthcare, education, clean water and sanitation), and identifies the main circumstances that affect it and therefore determine human development outcomes. The analysis in this report builds on the concepts and ideas developed in the World Development Report (WDR). The findings are aimed at supporting debates and discussions, within and outside the Government of Egypt, on the need to ensure equality of opportunity, to contribute to the development of policies and institutions for children and youth, and to provide an improved sense of hope and social justice for the future and help build a more equitable society in the post-Mubarak era. The report is structured as follows: section one presents the background and motivation for the study; section two deals with early risk factors and associated health and education outcomes for children; and section three presents the estimates of inequality of opportunity among children. Details about the data sources and various analyses presented are included in the annexes.Date

Bulgaria Early Childhood Development : SABER Country Report 2013World Bank (Washington, DC, 2014-09-15)This report presents an analysis of the early childhood development (ECD) programs and policies that affect young children in Bulgaria and recommendations to move forward. This report is part of a series of reports prepared by the World Bank using the systems approach for better education results (SABER)-ECD framework and includes analysis of early learning, health, nutrition, and social and child protection policies and interventions in Bulgaria, along with regional and international comparisons. The Government of Bulgaria (GoB) recognizes the critical importance of ECD through the range of national laws and regulations in place to promote the provision of adequate early childhood interventions. The present SABER ECD analysis is intended to identify achievements, as well as gaps, in Bulgarian ECD policies and programs in hopes of informing the improvement of the existing ECD system.

Expanding and Improving Early Childhood Education in TurkeyWorld Bank (Washington, DC, 2013-10-03)Over the past decade, Turkey has
 experienced significant socioeconomic progress and
 demographic changes. The benefit of Early Childhood
 Education (ECE) programs is maximized when the interventions
 are targeted to children from disadvantaged families. This
 report examines the ECE provision in Turkey, and offers
 policy options for improving and expanding the ECE system in
 the future. The report endorses the goal of the expansion
 plan and provides detailed recommendations for achieving
 this ambition in an efficient and equitable manner. This
 report is divided into following four sections: section one
 gives introduction, section two presents an analytical
 framework for analyzing early childhood interventions,
 section three conducts an in-depth analysis of ECE in Turkey
 and identifies key challenges, and section four recommends
 and outlines proposals for a dual-program strategy for
 expanding quality ECE in Turkey.

TurkeyWorld Bank (Washington, DC, 2009-02)This report is a part of larger welfare
 and social policy work agenda which the Turkish State
 Planning Organization and the World Bank are carrying out
 collaboratively. The work agenda includes the preparation of
 a number of conceptualized, and in part of co-authored,
 analytical studies on topics ranging from examines the
 equity determinants to investigating the links between
 poverty, employment creation, and growth. Further, the work
 agenda comprises a number of human development dialogues for
 which we are inviting international experts and practioners
 to share their experiences about social policy reforms with
 the Turkish government and the wider academic and
 non-governmental public. This report examines life chances.
 Life chances for today Turkish people, most importantly
 future generation, today's children. The results
 presented in this report show that life chances differ in
 important dimensions today, and that Turkey could immensely
 improve its human and economic development potential by
 maximizing such opportunities.
