Abstract
This article was derived from the author’s Postdoctoral Study, ‘The War on Terror is a War on Women in Swat Valley: Women’s Education under Terror and Displacement (2006-2011). Women’s education was affected the most during periods of terrorism in Swat Valley. The main targets of the militants were women’s educational institutes. The situation further worsened when the state government launched military operations in the name of the war on terror (counter-terrorism), which forced a huge number of local inhabitants to leave the valley and utterly blocked their educational accessibility for a long time. This study addresses how those women experienced or somehow challenged terrorism and counter-terrorism for their continuation or discontinuation of education. The study is based primarily on the qualitative data analysis of seven in-depth semi-structured interviews from the seven tehsils (sub-districts) of Swat. The study examines the actual role of women under conditions of patriarchal-peace, armed conflicts (terrorism and counter-terrorism), and displacement. This includes the local politics of Tanzeem-i-Tehrik-i-Nifaz-i-Shariat-i-Muhammadi (TNSM), and the influence of patriarchal culture on the country’s politics are further analysed. While addressing the above issues, this study also highlights the need to embark on further in-depth research on Swat with special reference to women’s education; such research can be used to support Swati women in their struggle for education, well-being, and empowerment.Date

(2001-12-17)International terrorism has long been recognized as a foreign and domestic security threat. The tragic events of September 11th have dramatically re-energized the nation's focus and resolve on terrorism. This issue brief examines international terrorist actions and threats and the U.S. policy response. Available policy options range from diplomacy, international cooperation, and constructive engagement to economic sanctions, covert action, physical security enhancement, and military force. The 9/11 terrorist incidents in the United States as well as the bombings of the U.S.S. Cole, World Trade Center in 1993, and the U.S. embassies in Africa have brought the issue of terrorism to the forefront of American public interest. Questions relate to whether U.S. policy and organizational mechanisms are adequate to deal with state-sponsored terrorism and that undertaken by independent groups. Terrorist activities supported by sophisticated planning and logistics as well as possible access to CBRN weaponry raise a host of new issues. Faced with such prospects, governments are increasingly likely to consider utilizing covert operations to protect their citizenry. What in the recent past was some analysts' belief that a comprehensive review of U.S. terrorism policy, organizational structure, and preparedness to respond to major terrorist incidents in the United States is needed, has by necessity become a mainstream view. Radical Islamic fundamentalist groups pose a major terrorist threat to U.S. interests and friendly regimes. Nations facing difficult challenges include Algeria, Bahrain, Egypt, Israel, Jordan, Pakistan, and to a lesser degree, Russia and Saudi Arabia. One of the seven states on the State Department's terrorism list, Iran, is seen as the most active state sponsor. Sanctions have not deterred its activity to any meaningful degree. Some see utility in creation of an informal "watch-list" of nations not currently qualifying for inclusion on the terrorism list.

Anti-Money Laundering and Combating the Financing of Terrorism : Republic of UgandaWorld Bank (Washington, DC, 2013-03-28)This assessment of the anti-money laundering (AML) and combating the financing of terrorism (CFT) regime of Uganda was based on the 2003 Forty Recommendations on Money Laundering and the Nine Special Recommendations on Terrorist Financing of the Financial Action Task Force (FATF) (FATF 40+9), and was prepared using the AML/CFT Methodology of 2004. During the mission, the assessment team met with officials and representatives of relevant government agencies and the private sector. This report provides a summary of the AML/CFT measures in place in Uganda as of the date of completion of the on-site the mission, February 23. 2005. After describing and analyzing those measures, it provides recommendations on how certain aspects of the system could be strengthened. It also sets out Uganda s levels of compliance with the FATF 40+9 Recommendations.
