Changing academic work in China: under the impact of academic promotion policy

Chinese higher education system has been under transformation since 1980s with the introduction of market mechanisms. Academic profession in China has also been changing under the impact of various approaches of new public management. One important aspect is concerned with the performance-based academic promotion policy. This study explores how the current academic promotion policy affects academic work in China. As to gain an in-depth understanding, a single case design and new institutional theory are employed in this study. The research results show that under the impact of academic promotion policy, academics have internationalized their activities, put priority to research, been involved in social service, and improved the quality of research. Other findings of the study shows Chinese academics calls for fair and recognizable evaluation criteria of quality of academics performance. The imperfections of research groups and the conflicts of enforcing managerial activities in the case reflect the fact that academic profession in China is facing challenges of making a good use of managerial tools in the context of Chinese traditional culture.Date

Institutional Differentiation and Social Stratification in European Universities: The Academic Profession Between "Research Top Performers" and "Silent Scientists"Kwiek, Marek (2014-11-20)The academic profession has always been highly stratified. Through an analysis of academics from 11 European countries (N = 17,211), the role of a distinctive group of highly productive academics (upper 10 percent) is studied. The Opening Speech shows that this group is responsible for about a half of all articles published across Europe, and the pattern is consistent across 11 countries, 5 major clusters of academic fields, and across time. Our research tends to call into question the assumption regarding the relative homogeneity of the European (university-based) academic profession. From the perspective of knowledge production, the dividing line today is not only between academics employed in university and non-university sectors: it is also, perhaps more fundamentally, between highly productive academics and the remaining academics in the university sector itself. Based on research productivity rates, there are strikingly different academic communities across Europe and across individual countries. The policy message of this Opening Speech is that European universities in their struggles for more funding and recognition are so heavily reliant on the European research ultra-elite that every national reform agenda should explicitly take their role into consideration (as it should the role of non-producers, or "silent scientists").

Addressing Governance at the Center of Higher Education Reforms in ArmeniaWorld Bank (Washington, DC, 2014-01-08)Since joining the Bologna process in 2005, the Armenian government and higher education institutions have made significant progress in reforming the higher education system. Despite reforms, the public perception of higher education governance and management is poor. Reasons for the poor public perception of higher education governance are primarily embedded in system-wide factors. Recent research has identified a governance structure and regulatory framework as key to the development of overall higher education systems. The study finds that underperformance of the higher education system is associated with a legal framework that lacks coherence and the entire system lacks capacity to effectively exercise autonomy and accountability.
