This book constitutes one of the main
 outputs of the School Fee Abolition Initiative (SFAI). The
 initiative, launched in 2005 by the United Nations
 Children's Fund (UNICEF) and the World Bank, was
 designed to support countries in maintaining and
 accelerating progress toward universal primary education as
 outlined in the Millennium Development Goals and the
 Education for All (EFA) goals. Specifically, SFAI
 strengthens country efforts to eliminate school fees and/or
 implement targeted exemptions, subsidizations, and
 incentives to reduce education costs for the poor. The
 initiative has now grown into a broad partnership through
 the involvement of other key development partners and
 constituencies as well as research and academic
 institutions. SFAI promotes access to quality basic
 education worldwide through three specific and interlinked
 goals. The first is to construct a knowledge base on school
 fee abolition in order to inform sound and sustainable
 policies, strategies, and interventions. SFAI recognizes
 that school fee abolition is a complex process that requires
 both the development of a credible database and the solid
 analysis that builds on lessons learned from experience. The
 second goal is to provide guidance and support to countries
 in planning and implementing school fee abolition policies.
 Engagement by SFAI partners is taking the form of both
 technical and financial assistance within the framework of
 ongoing national planning processes. The third goal is to
 advance the global policy dialogue on the financial barriers
 to education access and to build on existing EFA
 partnerships. The result will ensure a good understanding of
 the complexities involved in school fee abolition,
 facilitate the articulation of complementary roles, and
 create an environment for success.Date

Education in Ghana : Improving Equity, Efficiency and Accountability of Education Service DeliveryWorld Bank (World Bank, 2012-03-19)The purpose of this report is to provide
 sound analytical foundations for strategic planning and
 sector dialogue between education policy makers, development
 partners and civil society representatives at a key turning
 point in the development of education in Ghana. During the
 last five years, access has radically improved. As the
 Government of Ghana (GOG) refines its economic development
 and poverty reduction agendas, it has become increasingly
 clear that better quality learning and increased educational
 attainment across the country are essential part of that
 agenda. After six years of accelerated growth in the sector,
 the Government and the stakeholders have come to the
 conclusion that an earlier strategic plan needs to be
 revised for a number of reasons. Extensive growth seems to
 have reached a point after which the scale of education
 services cannot be stretched too far. Gross admission rate
 to primary education is over a hundred percent, gross
 enrollment rate at primary level is in the upper 90
 percentile, upper secondary provisions reached the maximum
 capacity within the available infrastructure, the sector
 employs about 40 percent of the total civil service and uses
 about a third of the public budget. In the meantime,
 persistent problems (including out-of-school children) and
 newly emerging issues (including widening disparities and
 limited learning outcomes) require new solutions. Further
 build-up of the system is unlikely. Attending to the
 challenges requires a new definition of performance by
 focusing on more equitable and more efficient services, more
 informed policies and strengthened accountability.

Education in the Republic of South Sudan : Status and Challenges for a New SystemWorld Bank (Washington, DC, 2013-04-10)This education status report (ESR), prepared at the request of the Government of South Sudan (GoSS), provides a comprehensive snapshot of an education sector that is emerging from a long period of civil strife. It confirms the strong appetite among the people for education; in turn, more educated citizens are needed to provide the bedrock of the new country and its prospects. The purpose of this report is to enhance the knowledge base for policy development in the education sector and, more broadly, create a platform for engaging a diverse audience in dialogue on education policies in the new country. The ultimate aim is to help develop a shared vision for the future of the education system among government, citizens, and partners in Africa's newest nation. The report clearly shows that the education system in South Sudan faces all the challenges of a new nation that is making a visible effort to catch up quickly from a very low base by rapidly increasing student enrollment. These challenges include a concentration of students in the early grades; a high proportion of overage students, repetition, and dropout; and weak levels of student learning. Further, the report indicates that South Sudan is beginning to feel the effects of its success at increasing enrollment at the primary level with growing demand for secondary and higher education. The report also highlights the low overall quality of education, and emphasizes that quality of education and accountability of the education sector should become central considerations early on in the development of the education system. Finally, the report emphasizes the importance of South Sudan's unique Alternative Education System (AES), which will continue to play a central part in the education system for years to come. The majority of youth and adults in the country today may never benefit from formal basic education, but their learning needs must be met if South Sudan is to build a solid state and society. The AES is currently offering accelerated learning programs to more than 200,000 youth and adults and holds significant promise.

Education in Sierra Leone : Present Challenges, Future OpportunitiesWorld Bank (Washington, DC: World Bank, 2012-05-30)The purpose of this report is to provide
 an analysis of the education sector that enables a shared
 understanding among stakeholders, and thus lays a foundation
 for the preparation of an Education Sector Plan. With this
 objective in mind, the study outlines the current status of
 the education sector and highlights issues that policy
 makers need to address to move the sector forward. It also
 simulates a few policy scenarios and their financial
 implications to facilitate discussions about future
 feasible, affordable, and sustainable policy options. The
 coverage of this report -- a stock-taking exercise based on
 data, studies, reports, and documents available up to the
 2004/05 school year -- is limited to key factors, including
 access, quality, equity, management, and finance, and has an
 emphasis on basic education.
