Universal Compliance: A Strategy for Nuclear SecurityCirincione, Joseph; Perkovich, George; Gottemoeller, Rose; Mathews, Jessica T.; Wolfsthal, Jon B. (Carnegie Endowment for International Peace, 2005)This 200 page report offers guidance for U.S. leadership as it assesses the international nonproliferation regime. The report contains two parts: the first details the core principles and policies of a new strategy to achieve universal compliance with the norms and terms of a deepened nonproliferation regime. The second provides technical and political elements of the strategy, including strengthening enforcement, blocking supply of nuclear materials, abating demand for those materials, and applications of the strategy to regional crises. A final section summarizes the policy recommendations. The report is the result of an 18–month effort by the Carnegie Endowment for International Peace that involved over 150 international experts, officials, and analysts. It provides an excellent introduction to the Nuclear Nonproliferation Treaty and its status as of early 2005 prior to the May review of the treaty.
