AbstractThis thesis investigates the possible impact of on-site child development centers on the productivity, morale, and retention of Naval officers and enlisted personnel. A written survey was conducted of active-duty Navy personnel with dependents under age 13, assigned to eight Navy shore installations, four of which offer child care and four of which do not. Approximately 39 percent of the respondents reported experiencing child care- related work interference, regardless of marital status or command type. Personnel at commands without on-site child care reported higher rates of several types of work interference. Of the 30 percent of respondents who reported that their child care experiences had influenced their decision to remain in the Navy, by a ratio of 2 to 1, they were more likely to leave than to remain on active-duty. However, statistical analyses conducted while controlling for other factors suggest that on-site centers do not significantly increase or decrease the probability of either work interference or career influence.

Eliminating Mission Distracters -- Bridging the Gap in Essential Personnel Support for Individual AugmenteesNAVAL WAR COLL NEWPORT RI JOINT MILITARY OPERATIONS DEPT; Pistone, Regina (2010-05-03)A considerable percentage of the forces in the Central Command (CENTCOM) area of responsibility are individual augmentees (IA). IAs represent personnel from across the service components tasked by the Joint Staff to fill critical joint manning positions. These individuals may fill key positions or possess critical skill sets essential to the mission. Integrating these individual deployers into a unit or staff and making them feel a part of the team is paramount in a deployed environment. Taking care of these Airman, Sailors, and Marines includes preparing them to deploy and providing them with essential personnel support in theater while they are part of an Army-centric team. Eliminating mission distracters caused by unresolved personnel issues will result in a higher level of morale and higher operating strength. This paper examines the pre-deployment process and the level of support that exists in theater for the Army, Air Force, and Navy. It also identifies the range of services provided for IAs and the various automated systems used to support them. Lastly, the paper recommends implementation of a standardized validation process for preparing and supporting IAs throughout their deployment.

(1999-08)In 1996, the Defense Manpower Data Center (DMDC) conducted the first Department of Defense (DoD)-wide survey assessing the extent to which members of the military and their families experienced racial/ethnic harassment or discrimination. The survey was developed for the purpose of providing a better understanding of service members' perceptions and experiences related to fair treatment and equal opportunity. The questionnaire asked service members about their overall racial/ethnic interactions, as well as about specific insensitive discriminatory, and harassing racial/ethnic interactions that had occurred in the 12-month period prior to filling out the survey. The survey also contained items on members' perceptions of official EQ actions (e.g., satisfaction with the outcome of the complaint, actions taken in response to the complaint). The survey results will inform and assist leaders of DoD and the Armed Forces as they work to ensure equal opportunity for all service members. The questionnaire was mailed to 76,754 enlisted members and officers up to the rank of 0-6 in the Army, Navy, Marine Corps, Air Force, and Coast Guard. The mailing resulted in a 53% rate of usable responses, which is typical for large-scale surveys of military personnel.
The Critical Role of Officer Communications in the 21st Century Army: A Summary of FindingsARMY WAR COLL CARLISLE BARRACKS PA; Johnson, Albert, Jr (2001)Today's missions, from peacekeeping to preparing for war, are going to require more decentralized leadership. As retired Lieutenant General Paul Blackwell has stated, "Leaders are finding themselves operating in environments that are increasingly more complex, faster-paced and more lethal than ever before." Trusting our soldiers and leaders to execute their duties is paramount in today's Army. Leaders must show confidence in their soldiers as well as trust that they will accomplish their mission. However, being told you are trusted and knowing you are trusted are two completely different things. Trust is built over time with hands-on leadership. One general officer I spoke to during this study believes that what we really need are "adaptive leaders"-that is, leaders who can recognize a situation, understand the commander's intent, and then execute the mission as required. For the past several years there has been much discussion about the numbers of captains leaving the Army. Numerous reasons have been suggested and many surveys have been completed. It is my intent through this research to identify potential solutions that could address the concerns of captains and ensure that our junior officers continue to develop to a very high level.
